The Jammu & Kashmir Police on Monday (November 10, 2025) busted an “inter-state and transnational terror module”, arrested seven people and seized 2900 kg of improvised explosive device (IED)-making material.
A Srinagar-based police spokesman said the inter-state and transnational terror module was linked to terror outfits of Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGuH).

“The operation has led to the arrest of key operatives and recovery of a massive cache of arms, ammunition and explosives, during coordinated searches in J&K and other states,” the police said.
The J&K Police, during the ongoing investigation, carried out searches at multiple locations, by J&K Police, in Srinagar, Anantnag, Ganderbal and Shopian. The J&K Police also conducted searches at Faridabad “in tandem with the Haryana Police and at Saharanpur, with the U.P. Police”, the spokesman said.
Besides the recovery of incriminating documents, electronic devices, arms and ammunition, the police said a large cache of IED-making material was seized.
“2900 kg of IED making material, including explosives, chemicals, reagents, inflammable material, electronic circuits, batteries, wires, remote control, timers and metal sheets etc.,” the police said.
One Chinese Star pistol, one Beretta pistol, one AK 56 rifle and one AK Krinkov rifle were also recovered in the operation.
According to the police, the ongoing investigation was started after multiple JeM posters were found pasted at different locations in Bunpora, Nowgam, “threatening and intimidating police and security forces” on October 19 this year.

It led to lodging of an FIR No. 162/2025 under sections of the UAPA. “The investigation has revealed a white-collar terror ecosystem, involving radicalised professionals and students in contact with foreign handlers, operating from Pakistan and other countries,” the police said.
The group has been using encrypted channels for indoctrination coordination, fund movement and logistics. Funds were raised “through professional and academic networks, under the guise of social/charitable causes”.
“The accused were found involved in identifying persons, to radicalise, initiate and recruit them to terrorist ranks, besides raising funds, arranging logistics, procurement of arms/ammunition and material for preparing IEDs,” the police said.
Among those arrested were two doctors, identified as Dr. Muzammil Ahmad Ganaie alias Musaib, a resident of Koil, Pulwama, and Dr. Adeel, a resident of Wanpora, Kulgam.
The police said a financial investigation, regarding the flow of funds, is on, and all linkages are being traced and addressed expeditiously. “This investigation is a testimony to the diligent efforts and unflagging determination of the concerned team. The J&K Police remain steadfast and committed to stamp out the scourge of terrorism,” the police said.
