The Noida administration on Wednesday announced stringent measures against outsourcing agencies and contractors, warning of blacklisting and licence cancellation if workers engage in violence or disruptive conduct.
The move comes a day after a massive workers’ protest over wages spiralled into unrest across the city.
District Magistrate Medha Roopam said outsourcing agencies would be held directly accountable for the actions of their employees.
“If any disruptive behaviour is carried out by an outsourcing agency or its workers, the agency itself will be responsible. Such agencies may be blacklisted and proceedings to cancel their licences may be initiated," she said.
The warning follows protests by thousands of workers on Monday demanding better wages, which turned violent and continued into Tuesday.
Police registered seven FIRs in connection with the unrest and arrested 396 people, including four women.
To prevent a repeat of the violence and restore industrial peace, the district administration convened a high-level meeting with outsourcing agencies and contractors representing various industrial units.
Chaired by the district magistrate, the meeting focused on strict compliance with labour laws, wage norms and discipline at workplaces.
During the meeting, Roopam emphasised that contractors play a critical role in industrial operations and employment generation, and must ensure workers are trained to maintain discipline and harmony.
She directed all agencies to follow government guidelines without exception and warned that any lapse would invite strict action.
Reiterating the state’s minimum wage norms, the district magistrate said monthly wages are fixed at ₹13,690 for unskilled workers, ₹15,059 for semi-skilled workers and ₹16,868 for skilled workers.
Contractors were instructed to ensure full payment of wages and transfer salaries directly into workers’ bank accounts.
Stressing the interdependence of industries, employers and workers, Roopam said disruptions harm all stakeholders and adversely affect regional development. She appealed to workers and contractors to ignore rumours, cooperate with the administration and help maintain industrial harmony.
The administration also assured that the state government remains committed to protecting the interests of both workers and employers and would intervene promptly to resolve grievances.
Senior officials, including the Additional District Magistrate (Finance and Revenue), the Deputy Director (Factories), and representatives from multiple industrial units, were present at the meeting.
