A legal complaint has been filed in the matter
Bihar is not for beginners. Just when you think you have seen it all, it throws a new surprise at you again- this time with an application for a residential certificate in the name of a cat. Yes, you heard that right.
An online application was submitted in Bihar’s Rohtas, seeking a government-issued residence proof for “Cat Kumar", son of Catty Boss and Catiya Devi.
The form included valid contact details such as a phone number and email ID, and passed through the initial submission stage without being flagged.
According to the complaint,"On 29/07/2025, an online application was received from mobile number 6205631700 for the issuance of a residence certificate under the name Cat Kumar, with Catty Boss as the father and Catiya Devi as the mother. The given address was: Village – Atimiganj, Ward No. 07, Post – Mahadeva, Police Station – Nasriganj, Pin – 821310. A photo of a cat was uploaded as the applicant’s photograph. The email provided was [email protected]."
After the matter came to light, District Magistrate Udita Singh directed officials to take action, and a complaint was filed against unknown persons at the Nasriganj police station on August 10, 2025.

In the complaint, the officer stated that the application was made using false details and was intended to mock government procedures. A police investigation is now underway.
“The name of the applicant, along with the listed father’s and mother’s names, are clearly false and intended as a mockery. Such actions are obstructing official government work. The individual has attempted to ridicule the functioning of the government system by misusing the online platform, submitting fake details and a cat’s photo," said the complaint.
The police have acknowledged the complaint and assigned an officer to investigate how such an application was accepted and who was behind it.
