Automated-traffic enforcement system comes into effect today

Panaji: The directorate of transport has announced that electronic enforcement will come into effect from Wednesday. The system will be introduced at the Mollem checkpost, where traffic violations detected by the Goa Vehicle Authentication System (GoVA) will be automatically recorded.

E-challans for offences will be generated digitally and sent via SMS to the mobile number registered with the vehicle.At present, verification of vehicle documents at state border checkposts is largely carried out through manual and random checks.“Electronic enforcement under Section 136-A of the Motor Vehicles Act, 1988, will be implemented in the state of Goa for detecting and penalising traffic offences recorded on GoVA.

System-generated e-challans will be sent via SMS to the registered mobile number of the vehicle owner,” the official notice stated.Several vehicles continue to operate without valid statutory documents such as registration certificates, pollution under control (PUC) certificates, and third-party insurance, in violation of the Central Motor Vehicles Act, 1988. This gap poses significant road safety concerns.

The GoVA system aims to function as both a preventive and regulatory mechanism, focusing on citizen safety and compliance, while also improving efficiency and, as a secondary outcome, boosting statutory revenue collection.In July, TOI reported that the home department had directed Info Tech Corporation of Goa Limited (ITG) to develop a technology-driven solution for real-time vehicle monitoring and verification.

State govt selected Mistotex Technology Pvt Ltd as the system integrator for a period of five years. A revenue-sharing model was proposed with the state receiving 55%, ITG 5.5%, and the system integrator 39.5%.Under phase I, the automated border document verification system will be established, enabling online and automated validation of vehicle documents, including registration certificates, PUC certificates, and insurance, at all designated border checkposts.
