The Bengaluru Police has registered an FIR against Royal Challengers Bangalore (RCB), the Karnataka State Cricket Association (KSCA), and event management company DNA Network in connection with the stampede incident outside the city’s M Chinnaswamy Stadium.
At least 11 people were killed and 47 others injured in a stampede at M Chinnaswamy Stadium on Wednesday, after an overwhelming crowd surged through two entry gates ahead of a celebratory event.
The Cubbon Park Police in Bengaluru have registered the suo motu case against the three entities for negligence under sections 105 (Culpable Homicide not amounting to murder), 118 (voluntarily causing hurt or grievous hurt by dangerous weapons or means), and 120 (voluntarily causing hurt or grievous hurt to extort confession, or to compel restoration of property) of the BNS.
Earlier today, Bengaluru Urban Deputy Commissioner and District Magistrate, G Jagadeesha, said that the notices would be issued to Royal Challengers Bangalore (RCB), the Karnataka State Cricket Association (KSCA), the Directorate of Public Assurance and Regulation (DPAR), and Bangalore Metro Rail Corporation Limited (BMRCL) as part of the magistrate probe into the incident.
Jagadeesha, appointed as the enquiry officer by the Siddaramaiah-led Karnataka government, is heading the magisterial investigation into the stampede that killed 11 people and left more than 50 injured during RCB’s IPL victory celebrations.
He said that the notices are being issued to gather detailed information and understand the roles of various agencies involved in the planning, organisation, and security arrangements for the event.
Meanwhile, the state government is considering to transfer the probe into the stampede incident to the CID.
Karnataka HC Takes Suo Motu Congnisance
The Karnataka High Court took suo motu cognisance of the stampede incident and issued a notice to the state government, seeking a detailed status report on the incident by Tuesday while expressing serious concern over the safety and crowd management measures at public events.
During the hearing, the Karnataka government told the High Court that more than 1,000 police personnel- including the City Police Commissioner, Deputy Commissioners of Police (DCPs), and Assistant Commissioners of Police (ACPs)- were deployed at the venue.
The Karnataka High Court observed, “The intent to celebrate has led to a tragedy. We take suo motu cognisance of the incident to determine the causes, whether it could have been prevented, and the measures needed to avoid such events in the future."
What Happened At Chinnaswamy Stadium?
A massive crowd gathered to celebrate Royal Challengers Bengaluru’s (RCB) first Indian Premier League (IPL) title turned tragic on Wednesday evening when a stampede near M Chinnaswamy Stadium left 11 dead and over 30 injured.
Authorities said most of the victims were young men and women, including several students.
Karnataka Chief Minister Siddaramaiah highlighted the scale of the crowd, saying the stadium’s capacity is 35,000, but 200,000 to 300,000 people had gathered. “The match was held yesterday (Tuesday), and today (Wednesday) this event was organised by the cricket association, so no one expected such a huge turnout," he said.
RCB ended an 18-year wait for the IPL trophy after defeating Punjab Kings at the Narendra Modi Stadium in Bengaluru. Post their win, the team arrived in Bengaluru for a felicitation ceremony. Fans had arrived in large numbers to catch a glimpse of their champion team.
