Bengaluru Urban Deputy Commissioner and District Magistrate, G. Jagadeesha, said on Thursday that notices will be issued to Royal Challengers Bangalore (RCB), the Karnataka State Cricket Association (KSCA), the Directorate of Public Assurance and Regulation (DPAR), and Bangalore Metro Rail Corporation Limited (BMRCL) as part of the magistrate probe into the stampede incident outside Bengaluru’s M Chinnaswamy Stadium.
Jagadeesha, appointed as the enquiry officer by the Siddaramaiah-led Karnataka government, is heading the magisterial investigation into the stampede that killed 11 people and left more than 50 injured during RCB’s IPL victory celebrations.
Jagadeesha said the notices are being issued to gather detailed information and understand the roles of various agencies involved in the planning, organisation, and security arrangements for the event.
Speaking to the media, the senior IAS officer said he has inspected Chinnaswamy Stadium, where the tragedy happened.
“I will issue notice to some people for inquiry. I will conduct an inquiry and finish within 15 days. I will issue notice to KSCA, RCB management, event manager and Police Commissioner. I will ask people to give their evidence," he stated.
When asked who should be held responsible for the tragedy, Jagadeesha responded saying that he has just started the inquiry and urged people not to draw any conclusions yet.
The Bengaluru Urban DC clarified that he is not the competent authority to grant permission for such public events. “Permission for events like these must be obtained from the Police Commissioner," he said, adding, “I have to inquire and give a report to the government."
