Bihar policeman suspended after video of misconduct at restaurant goes viral

Katihar Superintendent of Police (SP) Shikhar Chaudhary has suspended Station House Officer (SHO) Ram Chandra Mandal for allegedly misbehaving with a brother and sister at a restaurant in Katihar. Mr. Chaudhary has ordered an investigation into the incident.

The suspension order was issued on October 28 and shared through a press release posted by Katihar police on the social media platform X.

The video of the incident, which took place on October 24, went viral on social media, with users questioning the conduct of the police amid the Assembly election in the State.

“A viral video of a CCTV has been received, in which on the date 24.10.2025, the Barsoi police station in-charge is seen arguing with some individuals sitting at the BR-11 restaurant located at Barsoi Ras Chowk. The investigation of this matter was conducted by the Deputy Superintendent of Police (Headquarters), Katihar,” the Bihar police stated in the press communiqué.

It further said, “During the investigation, it was found that the Barsoi police station in-charge was using abusive language with individuals seated in the restaurant. This reflects negligence of duty and arbitrary behavior, and it is also tarnishing the image of the police. Taking cognizance of this matter, the Barsoi Station House Officer is suspended with immediate effect, and further action is being taken.”

In the viral CCTV footage of over four minutes, the young man is seen sitting next to the girl. Mr. Mandal enters the restaurant with a male officer and three lady constables. After moving around briefly, he approaches the table, points towards the girl and asks who she is.

The man replies, “She is my sister.” The SHO, in a loud tone, says, “Why are you pressuring so much on sister, when I am asking.”

The young man responds, “I am just saying that she is my sister, when you asked me.”

Again, the SHO shouts, “Why are you speaking like this, she is sister.”

The man asks, “Why are you talking like?” The SHO says, “Why are you pressurising so much on sister, when I am asking you? I do not like your tone the way you are speaking.”

Another man seated at the table intervenes, saying, “What’s wrong he said, he is saying that she is his sister.”

The SHO responds, “So what, if she is his sister, I don’t like the tone, the way he is speaking.”

The man next to the girl says, “I am sitting in a restaurant and not doing anything wrong. You are asking for the information, I gave you.”

Mr. Mandal says he can ask anything. The man then begins calling someone on his mobile phone.

The other man says, “You came here and yelling on us for nothing.” The SHO replies, “Yes, I can ask and I will yell.”

Pointing his finger towards the first man, Mr. Mandal says, “Keep your temper low.”

The man replies, “You are the one who started showing the temper first, not me.” The accompanying officer asks him to calm down.

“He is shouting on me for nothing and you expect me to keep quiet,” the man says.

The girl then begins recording the exchange on her phone.

Mr. Mandal asks her, “Turn off the camera.” The man beside her replies, “Why should she turn it off? What’s the problem with the camera?” The SHO asks, “What’s the need for a camera here?” She continues recording.

The second man intervenes again and says, “He spoke in a normal way, you are the one who are shouting. I will speak to the SP, what’s your name.”

“See my name plate, Ram Chandra Mandal, what’s your name,” the SHO asks.

The man replies, “Yash Agarwal.”

“What you do,” the SHO asks. Mr. Agarwal responds, “Leave it what I do.”

Mr. Mandal then says, “No, I will not leave, tell me what you do. I want know, what you do and I have the duty to ask.”

Mr. Agarwal says the SHO is creating havoc, which the officer denies.

According to the police, the SHO had arrived for a routine election check after receiving information about the presence of anti-social elements in the restaurant.
