Complete arrangements for file adalat to be held from July 1 to Aug. 31, CM directs depts.

Chief Minister Pinarayi Vijayan on Friday directed all the departments to immediately complete the required arrangements for the file adalat to be held from July 1 to August 31.

He was speaking at a meeting of department Secretaries held in connection with the file adalat, which is being held with the aim of clearing all pending files, said a release from the Chief Minister’s office.

He also directed that a meeting be held at the Chief Secretary level to decide on the amendments to various rules, if necessary. The adalat is intended to settle files at three levels, at the Secretariat level, the level of the department heads, and the files of institutions that are in direct contact with the public. The Chief Minister said that a meeting of the heads of departments and heads of institutions concerned should be called at the Secretary level to explain the action plan.

Guidelines prepared

The Secretaries and department heads should visit the relevant sections at regular intervals and supervise the activities. The file adalats should be directly supervised by the Secretaries. Majority of the files should be disposed of during this period. Guidelines have been prepared for this. Rather than technical resolution of the issues, the demand raised in the individual files should be addressed. The supervision of the file adalat in the directorates and other institutions should also be done at the Secretary level.

The departments concerned will be instructed to provide the final opinion on long-delayed files within 15 days. The largest number of such files are expected to be in the Finance department. The Finance Secretary was directed to pay special attention to this.

Portal on the cards

The Chief Secretary will assess the progress of the adalat in the monthly meeting of the Secretaries. A portal will be launched in consultation with the Information Technology department to streamline file disposal. The Ministers and the Cabinet will review its progress at regular intervals.

The Chief Minister also said that after the file adalat was completed, a meeting would be held to assess the work done at the department level.
