The Communist Party of India (CPI) has urged the district administration to form Kadambur as a separate panchayat union to ensure it receives development funds and special schemes meant specifically for hill regions.
The CPI’s seventh conference for the Kadambur hill region was held in Kadambur on Friday (June 13, 2025), during which various resolutions were passed. The conference was presided over by K. Ramasamy, Dinesh Kumar, and Kalpana. Tribal People’s Association legal advisor Sairasu hoisted the party flag and delivered the inaugural address. District Deputy Secretary Sakthivel welcomed the gathering, while hill region secretary Mahesh presented a report detailing the work accomplished over the past three years. The conference concluded with an address by party district secretary Mohan Kumar.
Among the resolutions passed, one urged the creation of a separate panchayat union for Kadambur by dividing the existing Guthiyalathur panchayat into four. Guthiyalathur, Gundri, and Makkampalayam — village panchayats currently under the Sathyamangalam Panchayat Union — are all located in the Kadambur hill area. The resolution noted that Guthiyalathur alone has a population of about 15,000 and comprises approximately 65 hamlets.
Owing to their inclusion under the well-developed Sathyamangalam Union, these hill panchayats have been unable to access special funds and development schemes intended for hilly regions. For instance, a few years ago, the State Balanced Growth Fund (SBGF) was allocated to the Thalavadi Union, but these areas were excluded from the benefits because of their administrative alignment with Sathyamangalam.
The conference therefore strongly urged the formation of a new Kadambur Panchayat Union by dividing Guthiyalathur and incorporating Gundri, Makkampalayam, and Thingalur panchayats — the latter currently under Thalavadi Union.
