Dawood-Linked 171 Sq M Plot In Ratnagiri Set For Auction Again On Nov 4

A 171 sq m agricultural land in Ratnagiri district, once linked to fugitive gangster Dawood Ibrahim, is set to be auctioned again on November 4, 2025. The sale will include four forfeited properties, including the Dawood-linked plot and three others in Mumbake village, Khed taluka, where Dawood and his siblings spent part of their childhood.

What do we know about the forfeited properties?

In January 2024, four properties in Mumbake village were first put up for auction under the Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act, managed by the Safema unit of the Union Ministry of Finance. Two of these plots, a 1,730 sq m property with a reserve price of Rs 1.56 lakh and a 171 sq m agricultural land with a reserve price of Rs 15,440, had been seized from Dawood Ibrahim’s mother, Amina Bi.

During the initial auction, Delhi-based lawyer Ajay Srivastava won the bid for the 1,730 sq m plot with Rs 3.28 lakh and quoted an astonishing Rs 2.01 crore for the 171 sq m plot, over 1,300 times its reserve price. Srivastava later clarified that the higher figure was chosen for numerological reasons and only paid the full amount for the 1,730 sq m property.

The other two properties, a 10,420.5 sq m land parcel (reserve price Rs 9.4 lakh) and an 8,953 sq m plot (reserve price Rs 8 lakh), attracted no bidders, leaving them unsold.

Auction details

The upcoming November 4 auction will include these three unsold plots along with a 2,240 sq m agricultural land in Mumbake village, set at a reserve price of Rs 2.3 lakh. The auction will be conducted via sealed tender.

The Safema unit, which oversees the disposal of properties forfeited in NDPS and smuggling cases, has the authority to sell confiscated properties once all legal proceedings are completed. If all four properties are sold, authorities estimate total receipts could approach Rs 20 lakh.

This year, authorities have introduced a new provision to encourage sales. “As per Rule 19(2)(c) of the Smugglers and Foreign Exchange Manipulators (Receipt, Management and Disposal of Forfeited Property) Rules, 2006, the competent authority reserves the right to sell the property to the highest bidder who offers to buy the property for up to 30% less than the reserve price," an official said.

Last year’s auction was conducted in three modes – online, public, and sealed envelope tender – under Safema guidelines. The adjustment in pricing conditions this year aims to attract more bidders and ensure that previously unsold properties finally find buyers.

The upcoming auction has attracted attention due to the association with Dawood Ibrahim, offering collectors and investors a rare opportunity to bid on properties once tied to one of India’s most notorious fugitives.
