Delhi and its surrounding areas have been placed under GRAP-2 restrictions, as the Air Quality Index (AQI) continues to show alarming levels. This is a significant escalation from GRAP-1 measures, which were implemented for the first time this season on October 14.

The move comes amid growing concerns about deteriorating air quality, which experts say could worsen further in the coming days, particularly due to firecracker emissions during the festival.According to an official order issued on Sunday by the Commission for Air Quality Management (CAQM), the AQI in Delhi has been on a rising trend. The commission cited forecasts from the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM), which predict further worsening of air quality over the next few days..

What GRAP-2 means for Delhi and NCR

The Graded Response Action Plan (GRAP) is a framework designed to control and mitigate air pollution in Delhi and the National Capital Region (NCR) based on real-time monitoring of air quality. While GRAP-1 measures primarily focus on controlling dust and industrial emissions, GRAP-2 escalates the restrictions, targeting additional sources of pollution.Under GRAP-2, the use of coal and firewood is restricted, and diesel generator sets will face limitations in operation.

This is in addition to sweeping and daily water sprinkling on key roads to reduce dust levels, as well as efforts to manage traffic congestion in busy parts of the city. Authorities have emphasised that these measures are aimed at preventing further deterioration of air quality during the critical Diwali period.

Measures under GRAP-1 continue

The GRAP-2 restrictions supplement the measures already in place under GRAP-1. These include:

  • A ban on labour-intensive construction activities unless dust mitigation measures, such as water sprinkling, are strictly followed.
  • Mandatory water sprinkling at all construction and industrial sites.
  • Heightened inspections of industries known to emit pollutants.
  • Ensuring enhanced compliance with CNG usage for public transport vehicles to reduce vehicular emissions.

Public advisory

  • The Commission has also issued advisories for citizens to help mitigate pollution exposure. Residents have been encouraged to:
  • Prefer public transport over private vehicles.
  • Limit outdoor activities, especially for vulnerable groups like children, the elderly, and those with respiratory conditions.
  • Use masks when venturing outdoors.
  • Avoid burning garbage, leaves, or other biomass materials that can contribute to particulate pollution.

GRAP II in Delhi

The air quality may worsen significantly after Diwali. The Delhi Pollution Control Committee (DPCC) and local municipal bodies have intensified efforts to implement dust control measures across the city.

Major roads and congested areas are being cleaned and sprinkled with water.High traffic zones are also monitored in an effort to reduce vehicular emissions. Authorities are urging commuters to plan their journeys in advance and avoid peak-hour congestion wherever possible.With the AQI already hovering in the “poor” category and expected to deteriorate further, authorities are emphasising strict compliance with restrictions, proactive dust management, and public awareness campaigns. Citizens are urged to play their part by minimizing vehicle use, avoiding burning of waste, and following health advisories.
