Dog sterilisation 'scam' rattles Madhya Pradesh after 795 dog organs found

A sensational case has emerged from Mandla in Madhya Pradesh, where authorities recovered hundreds of dog reproductive organs from a house, raising suspicion of a large-scale fraud linked to sterilisation contracts. Police have launched an investigation into the matter.

According to officials, the Mandla Municipal Council had floated a tender for dog sterilisation, fixing a rate of Rs 679 per procedure. The contract was awarded to a Jabalpur-based private NGO, Maa Ambe Enterprises. However, allegations have surfaced that the agency did not carry out a single sterilisation in the city. After repeated notices, the contract was cancelled on April 2 due to non-performance.

The issue came to light after an animal activist, Nisha Singh, filed a complaint alleging suspicious activities at a room rented by the NGO. Acting on the complaint, a joint team comprising municipal officials, police, a tehsildar, and veterinary doctors conducted a raid.

During the search, officials recovered two containers filled with formalin-preserved animal organs. A total of 795 reproductive organs were seized, including 518 from male dogs and 277 from female dogs.

The complainant has alleged that the organs may have been sourced externally and stockpiled to falsely claim sterilisation work and generate fraudulent bills.

Veterinary experts have also expressed concern. Speaking about standard procedures, veterinary doctor Sumit Patel said that sterilisation involves removal of testicles in male dogs and ovaries and uterus in female dogs, but the recovery of such a large number of organs raises serious questions.

Mandla Chief Municipal Officer Gajendra Naphade said the agency had failed to begin work despite multiple notices, leading to cancellation of its contract even before the case surfaced. He added that the complaint was received on April 7, following which the district administration ordered a probe and a joint inspection was conducted.

“The origin of these organs and their intended use is under investigation. We have submitted an application to the police for registration of an FIR,” he said, adding that the sterilisation process was supposed to be conducted under municipal supervision, but no work was carried out by the agency.

Police officials said statements are being recorded, and all angles are being examined. Further legal action will be taken based on the findings of the investigation.
