As West Bengal heads into the 2026 Assembly elections, the contest between the ruling Trinamool Congress (TMC) and the Bharatiya Janata Party (BJP) is increasingly framed as a debate between welfare-driven “freebies" and broader development-focused governance. Both parties, however, have blended welfare promises with infrastructure and economic plans in their manifestos.
What TMC Is Promising: Welfare-First Approach
The TMC manifesto, released by Chief Minister Mamata Banerjee, continues its emphasis on direct welfare schemes and social support systems. Key promises include expanding financial assistance for women under schemes like Lakshmi Bhandar, which already provides annual cash support to women in the state. The party has also pledged improvements in healthcare access, education infrastructure and doorstep delivery of services, positioning itself as a government focused on “people-first" governance and social security.
What BJP Is Promising: Cash Support Plus Infrastructure Push
The BJP’s “Sankalp Patra" also includes strong welfare elements, most notably a promise of direct monthly financial assistance to women if it comes to power in the state. Alongside this, the party has committed to implementing the Uniform Civil Code within six months of forming government and expanding national welfare schemes in Bengal. However, the BJP has placed greater emphasis on what it describes as structural development. Its manifesto outlines plans for industrial revival, job creation and new investment in sectors such as manufacturing and infrastructure. The party has also highlighted governance reforms and anti-corruption measures as central to its development agenda.
The “Freebies vs Development" Debate
The political divide between the two parties is often described as a contrast between direct welfare transfers and long-term economic reform. TMC’s approach focuses on immediate financial relief and social protection schemes, while the BJP frames its pitch around industrial growth, job creation and institutional reforms alongside targeted cash support.
However, the line between “freebies" and development is increasingly blurred, as both parties now promise a mix of welfare benefits and infrastructure expansion. For example, while TMC continues to expand cash transfer schemes, it also highlights improvements in health and education systems. Similarly, the BJP, while stressing industrial development, has also adopted direct benefit transfers as a key electoral promise.
