Prime Minister Narendra Modi and Bhutan’s King Jigme Khesar Namgyel Wangchuck announced that a new immigration check post will be established at Hatisar in Assam to facilitate travel for investors and visitors to Bhutan’s upcoming Gelephu Mindfulness City. In a joint statement issued in Thimphu, the two countries said the move would enhance ease of movement and bolster economic cooperation in the border region.

During the visit, India and Bhutan reviewed ongoing initiatives to strengthen border and transport infrastructure. The two sides welcomed the operationalisation of the immigration check post at Darranga in 2024 and the launch of the Inland Waterways Terminal and Multimodal Logistics Park in Jogigopha in March 2025.

They also took note of progress on the cross-border rail link projects- Gelephu–Kokrajhar and Samtse–Banarhat- following the signing of an MoU in September 2025 and the creation of a project steering committee to oversee implementation.

Hydropower Cooperation Expands

PM Modi and King Wangchuck jointly inaugurated the 1,020 MW Punatsangchhu-II Hydroelectric Project in Thimphu, marking another milestone in the two countries’ long-standing energy partnership. The project will export electricity to India. Both sides also agreed to resume work on the 1,200 MW Punatsangchhu-I project, expedite its completion and continue collaboration under their Joint Vision on Energy Partnership signed in 2024. India announced a ₹40 billion concessional line of credit to support Bhutan’s energy sector.

India and Bhutan also signed three MoUs covering renewable energy, health and medicine, and mental health cooperation between Bhutan’s PEMA Secretariat and India’s National Institute of Mental Health and Neurosciences (NIMHANS).

PM Modi reaffirmed India’s support for Bhutan’s 13th Five-Year Plan and Economic Stimulus Programme, while both countries welcomed expanding cooperation in fintech, space and STEM education. Bhutan thanked India for ensuring an uninterrupted supply of essential goods and fertilisers, noting the arrival of the first consignment under a new bilateral arrangement.

The visit concluded with both nations reaffirming their commitment to deepening cooperation across key sectors and maintaining regular high-level exchanges to strengthen their partnership.
