In a diplomatic signal underscoring the importance New Delhi is attaching to its mission in Dhaka, the Centre accorded Union Cabinet Minister-equivalent status in the Table of Precedence to India’s High Commissioner to Bangladesh, Dinesh Trivedi.
An Office Memorandum issued by the Ministry of Home Affairs (MHA) on Thursday states that Trivedi “has been assigned the equivalent status of Union Cabinet Minister in the Table of Precedence (ToP) as a measure personal to him, without amending the Table of Precedence." The order clarifies that the status is meant “for ceremonial functions only".

The decision does not make Trivedi a Cabinet Minister nor does it alter the existing Table of Precedence. Instead, it grants him the ceremonial protocol and precedence enjoyed by Union Cabinet Ministers while representing India at official functions.
The move is being viewed as a reflection of the strategic importance India currently attaches to Bangladesh, one of its closest neighbours and a key partner in South Asia. Governments occasionally accord special protocol status to envoys posted to particularly important capitals.
Such protocol elevations enhance an envoy’s standing during ceremonial engagements and official interactions, while also conveying that the representative enjoys the confidence of the highest political leadership. They are generally interpreted as a diplomatic signal rather than an administrative promotion.
The MHA memorandum makes it clear that the elevation is personal to Trivedi and does not amend the Table of Precedence, the protocol list that determines the order of precedence for constitutional authorities, ministers, judges, diplomats and senior officials during state and ceremonial functions.
Under the existing Table of Precedence, Union Cabinet Ministers occupy one of the highest positions in the official protocol hierarchy, while ambassadors and high commissioners are placed considerably lower.
By assigning Cabinet Minister-equivalent status to Trivedi without altering the Table itself, the government elevated his ceremonial standing while keeping the broader protocol framework intact.
