India and Russia are likely to sign a landmark bilateral mobility agreement during President Vladimir Putin’s upcoming visit to New Delhi in the first week of December.

The pact aims to create a structured framework for legal migration, protection of workers’ rights, and expansion of skilled Indian manpower in Russia, which is currently facing a significant shortage of qualified professionals amid its rapidly growing economy.

As per reports, the agreement will safeguard the interests of existing Indian workers in Russia while paving the way for thousands of new job opportunities across sectors such as construction, textiles, engineering, and electronics.

By the end of this year, more than 70,000 Indian citizens are expected to be officially employed in Russia under the quotas overseen by the Russian Ministry of Labour.

The Indian Business Alliance (IBA), based in Moscow, has welcomed the forthcoming mobility accord, describing it as a strategic milestone in deepening India-Russia relations.

“India possesses one of the most dynamic and skilled workforces globally, while Russia is undergoing a major phase of industrial transformation. This agreement offers mutual benefits—addressing Russia’s labour needs and ensuring secure, dignified employment for Indian professionals," said IBA President Sammy Manoj Kotwani.

To prevent past instances of immigration law violations involving Indian nationals deceived by fraudulent recruiters, the IBA has pledged to collaborate closely with both governments and business stakeholders. The organisation plans to conduct orientation and language programmes, promote ethical recruitment practices, and ensure fair employment standards for all workers heading to Russia.

Additionally, the IBA will coordinate efforts with the Embassy of India in Moscow and regional Russian authorities to support the smooth integration and welfare of Indian citizens employed in the country.
