India’s first barrier-less tolling system at the Chorayasi Toll Plaza on the Surat-Bharuch section of the highway does not require vehicles to stop for toll collection

Union Road Transport & Highways Minister Nitin Gadkari on Friday announced the launch of India’s first Multi-Lane Free Flow (MLFF) barrier-less tolling system at the Chorayasi Toll Plaza on the Surat-Bharuch section of the Delhi-Mumbai NH-48 in Gujarat, offering seamless toll collection without requiring vehicles to stop.

The system will collect toll without requiring vehicles to stop, using advanced technologies such as Automatic Number Plate Recognition (ANPR) and FASTag.

In a post on X, Gadkari announced the launch of the first MLFF, saying it marks a significant step towards digitising the tolling ecosystem and modernising National Highway infrastructure to global standards.

“This transformative system will reduce travel time, ease congestion, improve fuel efficiency, lower vehicular emissions, and minimise human intervention in toll operations," he posted.

Barrier-less tolling will enhance ‘Ease of Living’ for citizens while strengthening ‘Ease of Doing Business’ by enabling faster and more efficient movement of goods and logistics, Gadkari added.

Last year, the Ministry of Road Transport and Highways (MoRTH) had said that it aims to implement a barrier-less tolling mechanism on all four-lane-plus expressways across the country by 2029.

What Is The New Technology

The plan was to deploy the technology at selected sections of National Highways as an added facility, alongside the existing FASTag system.

Under this model, user fees will be charged without requiring vehicles to stop, slow down, or remain in a specific lane at toll plazas.

Any violations or non-FASTag cases are proposed to be addressed through electronic notices (e-notices), in accordance with the provisions of the National Highways Fee Rules.

Non-payment of e-notices may result in suspension of FASTag and other VAHAN related penalties.

The Ministry said that road users can raise their grievances through the e-notice portal developed by the National Informatics Centre (NIC), National Highways Helpline 1033, dedicated Email – [email protected], FASTag Issuer Bank Helplines, or at the Rajmargyatra App.

This new technology was announced in place of proposed Satellite-based Tolling.

The Ministry had said there were security and privacy concerns related to satellite-based tolling.

For the MLFF, the government has already started bringing changes on rules. Earlier this year, the Ministry announced that skipping tolls on national highways (NH) may now land vehicle owners in a series of administrative roadblocks, with the government linking clearance of pending toll dues to key vehicle-related services such as ownership transfer, fitness renewal and permits.
