A Chandigarh court on Tuesday sent a notice to the wife of IPS officer Y Puran Kumar, asking her to formally identify his body for the postmortem to be conducted. Chandigarh police had approached the court seeking permission to carry out the postmortem of Kumar’s body to further investigate his death.

The notice, dated October 14, was sent to Amneet P Kumar, stating, “Chandigarh police has moved an application seeking directions for you (complainant) to identify the dead body of your deceased husband Y Puran Kumar, IPS…for the purpose of postmortem proceedings."

It further states, “You are hereby directed to file a reply to the above-mentioned application either personally or through counsel on October 15, failing which the application will be decided on its merits."

Kumar, a 52-year-old 2001-batch IPS officer, died by suicide on October 7 at his Chandigarh residence. Since then, his wife and other family members have not allowed his postmortem to be conducted, causing a delay in the investigation.

The suicide has opened a can of worms, as Kumar, who was serving as Inspector General of Police at the Police Training Centre (PTC), Sunaria, in Haryana’s Rohtak, left behind an eight-page suicide note naming senior IPS officers, including the DGP, for allegedly harassing and maligning him.

Chandigarh police are investigating this case.

A senior police officer told News18 that unless the postmortem is done, the investigation cannot proceed. “We have to carry out examinations of witnesses. Only once the body is formally identified will we proceed with further investigation. The body has been preserved, but with time it loses its evidentiary value. We reached out to the court seeking direction for the wife of the deceased to identify the body and allow the autopsy. If the family doesn’t allow it, the court can order the postmortem for the investigation to proceed," the officer said.

Meanwhile, officers are collecting documents related to the case based on the allegations made by Kumar in his suicide note. Handwriting samples of Kumar have been collected to authenticate the note.

Officers also mentioned that some of the officers named are retired, and their whereabouts are being sought in order to serve them notices to join the investigation, if necessary.
