Assam Assembly Elections 2026: Ahead of voting day on April 9, there is only one question on everyone’s mind when it comes to the Jalukbari assembly constituency in Assam: can incumbent Chief Minister Himanta Biswa Sarma win from his home turf for the sixth time as he battles legal storms and a shifting political landscape?

As the high-octane campaigning for the Assam assembly elections ended on Tuesday (April 7), all eyes are now on the VIP constituency of Jalukbari.

This semi-urban stronghold in the Kamrup district has become the focal point of a struggle that is being viewed as a referendum on the “Himanta model" of governance. Sarma, a political titan who has held this seat since 2001, is seeking a sixth consecutive term.

But this time the electoral contest has moved beyond a mere formality, as the opposition Congress has launched a legal and emotional offensive aimed at the very heart of Sarma’s political fortress.

HOW HAS THE POLL NARRATIVE SHAPED UP IN JALUKBARI?

For nearly a quarter of a century, Jalukbari has been synonymous with Sarma’s rise to power. Having first captured the seat in 2001 by defeating veteran Asom Gana Parishad leader Bhrigu Kumar Phukan, he has built what many consider an impregnable base.

The statistics from the 2021 election underscore this dominance: Sarma secured a staggering 78.4 percent of the vote, winning by a margin of more than 1,00,000 votes. This time, he is being challenged by 34-year-old graduate Bidisha Neog, who is contesting on a Congress ticket.

Neog has positioned herself as a symbol of “new energy" against the 57-year-old seasoned incumbent. While his campaign carries a “coronation" atmosphere, her strategy has been one of “grassroots engagement and clear ideological positioning".

Neog has made an attempt to chip away at the chief minister’s massive lead by focusing on local grievances and broader allegations of statewide corruption.

WHAT ARE THE ALLEGATIONS AGAINST HIMANTA?

The Congress has escalated the battle in Jalukbari to the Election Commission of India (ECI), petitioning for the cancellation of Sarma’s candidature.

The petition is about the allegations of “undisclosed assets" belonging to Sarma’s family, a claim he has dismissed as a political gimmick. The opposition’s narrative has specifically targeted his wife, Riniki Bhuyan Sharma.

In the final hours of the campaign, the Congress charged her with owning “multiple passports, properties in Dubai, and assets in shell companies" – assets it claimed were conspicuously absent from the CM’s official poll affidavit.

He had declared assets of over Rs 35 lakh while filing his nomination from Jalukbari. He has, however, hit back by accusing Assam Congress chief Gaurav Gogoi of having links with Pakistan’s spy agency, the Inter-Services Intelligence (ISI).

This exchange of “accusations and promises galore" has turned the Jalukbari race into a microcosm of the “politics of hate" and “family corruption" debates raging across the state.

WHAT IS THE ‘HIMANTA MODEL’?

Across the broader political landscape of Assam, the BJP-led NDA – comprising the BJP, Asom Gana Parishad (AGP), and Bodoland People’s Front (BPF) – is banking on a blend of cultural identity and aggressive welfare to secure a third straight term.

Sarma has doubled down on “securing the identity of Assam", framing the choice for voters as one between “indigenous continuity" and “external threats". This strategy has been his aggressive rhetoric regarding “miyan" (Bengali-speaking Muslim) voters, a move designed to consolidate the “indigenous" Hindu and ethnic votes.

Parallel to this identity-based politics is a heavy focus on “social engineering". The BJP has heavily promoted its success in reducing child marriage by a claimed 84 percent and has promised the implementation of a Uniform Civil Code (UCC) to prevent polygamy, a move aimed at winning over women voters across community lines.

On the development front, the state government highlights its welfare schemes, such as providing land ownership rights to tea garden workers, financial aid for girl students, and various empowerment schemes for women.

WHAT HAS THE OPPOSITION SAID?

The Congress-led Asom Sonmilito Morcha, including the Raijor Dal, Assam Jatiya Parishad, and Left parties, is focusing on anti-incumbency, “lopsided development", and what it described as a betrayal of social justice.

Perhaps the most potent emotional tool in the opposition’s arsenal is the memory of the late popular singer Zubeen Garg, who died in Singapore in September 2025. The opposition has made “justice for Garg" a central political issue, tapping into the deep emotional and cultural fabric of the Assamese people.

By promising to investigate the circumstances of Garg’s death and ensuring his legacy is protected, the Congress aims to connect with the “indigenous" sentiment that the BJP traditionally claims as its own. The grand old party has promised a health insurance scheme for all citizens, cash assistance to women, and land rights for indigenous people attempting to present a more “inclusive" alternative to the BJP’s welfare model.
