Jammu and Kashmir Police have identified Dr Muzaffar Ahmad Rather, brother of arrested accused Dr Adeel Ahmad Rather, as the main coordinator and foreign link in the doctors’ terror module that engineered the Red Fort blast in Delhi earlier this week.

J&K Police sources told CNN-News18 that Muzaffar, who originally hails from Pulwama and moved to Dubai in August, served as a key intermediary between the core module in India and their Pakistan-based handler operating from Afghanistan.

Investigators believe Muzaffar, an MBBS graduate from Jammu with an MD in Paediatrics from Kashmir, was in touch with Ukasha, who is suspected to be directing Jaish-linked networks. A Kashmiri, Ukasha claims to be in Afghanistan.

In 2022, Muzaffar and co-accused Dr Muzammil Shakeel reportedly travelled to Istanbul to meet Ukasha, where funding and operational routes were finalised. The module’s eventual focus on large-scale attacks, including the Red Fort bombing, is believed to have stemmed from those meetings.

Muzaffar is alleged to have coordinated module activities from Dubai, managing encrypted communications, money transfers, and logistics through secure online platforms. After the arrest of his brother Adeel in India, he is said to have moved to Afghanistan, continuing to issue operational directives remotely.

Police sources also said Muzaffar played a “pivotal role in radicalising his younger brother Adeel" and introducing him to Dr Umar Nabi (the Red Fort bomber), Dr Muzammil Shakeel, and cleric Maulvi Irfan, all of whom formed the core of the so-called “white-collar terror module".

The sources said there were suspicions that Muzaffar personally instructed Umar to carry out the Delhi blast after a string of arrests disrupted their original plan to stage a Pulwama-style car bombing in Kashmir. His communications, traced to Afghan and Pakistani networks, reportedly surged in the days leading up to the explosion.

Sources describe Muzaffar as an “ambitious ideologue" who had long expressed admiration for the Taliban regime and aspired to work under an Islamic Sharia-based system. He and his associates allegedly stockpiled arms, ammunition and nearly 3,000 kilograms of explosives in the Faridabad hideouts.

Investigators believe his August 2025 trip to the UAE was part of a clandestine route to Afghanistan. Authorities also suspect a wider network of sympathisers and professionals embedded in Indian cities.
