Legislative Assemblies must meet at least 60 days a year, says Andhra Pradesh Assembly Speaker

Andhra Pradesh Legislative Assembly Speaker Ch. Ayyanna Patrudu has urged State governments to convene their Legislative Assemblies for at least 60 days annually, warning that some Houses currently sit for fewer than 20 days—a trend he described as unhealthy.

Speaking at the All India Speakers’ Conference at the Central Legislative Assembly (CLA) in Delhi on Monday, part of the centenary celebrations of Vithalbhai Patel’s assumption of office as India’s first elected presiding officer, Mr. Patrudu cited the Constituent Assembly as an example. “It met for 165 days in less than three years, averaging more than 50 days annually, solely to draft the Constitution,” he noted.

He appealed to fellow Speakers to impress upon their governments the importance of longer sessions, saying more sitting days would allow for passing effective laws, promoting welfare and unity, and engaging in meaningful debates on issues that matter to the people.

Expressing concern at the decline of constructive discussions, Mr. Patrudu recalled how the CLA once educated citizens on liberty and freedom, providing direction to the struggles of the time. He highlighted Vithalbhai Patel’s decisive role in promoting substantive debates, championing legislative autonomy, and laying the groundwork for Articles 98 and 187 of the Constitution. “Unfortunately, many State Legislatures still struggle with limited resources, and some lack functional autonomy,” he said.

Lamenting current trends, he added: “Shouting in the House is often valued more than debate. We need to regain the patience to listen to others and ask the right questions. Only then can our legislatures truly serve their purpose.”
