The Bharatiya Janata Party (BJP) and its allies in Manipur have reached a consensus on formation of new government in the state, sources told News18.

BJP’s Sambit Patra and BL Santosh are expected to visit Manipur later this week to take the process forward.

Last month, a group of MLAs had visited Delhi to present this proposal to the party leadership.

Following the resignation of Chief Minister N Biren Singh, the Centre had imposed President’s rule in Manipur on February 13. Singh resigned amid violence and political instability that had plagued the state for nearly two years. The BJP failed to name a new leader for the CM post despite several rounds of discussions between Patra and legislators. The government on July 25 extended the President’s rule in Manipur for another six months till February 13, 2026.

The Manipur Assembly, which has a tenure till 2027 has been put under suspended animation, as per the Ministry of Home Affairs (MHA). This means, though Manipur has been placed under President’s Rule, its Assembly has not been dissolved. When the Assembly is placed under suspended animation, it can be revived whenever it becomes possible to form a popular government after President’s Rule is revoked.

Why Biren Singh resigned

Since May 2023, clashes between the valley-majority Meitei community and the Kuki tribes in the hills have left over 260 people dead and displaced nearly 50,000. Singh was facing huge backlash from the opposition parties, especially Congress which moved a no-confidence motion in the state assembly. There were reports that some BJP MLAs might vote in favour of the motion.

The Governor of Manipur had convened the Assembly session to begin on February 10, 2025.

Manipur has witnessed President’s Rule 11 times.

At the heart of the conflict in Manipur are competing demands: the Meiteis, who fall under the general category, have sought Scheduled Tribe status, while the Kukis, who share close ethnic ties with Myanmar’s Chin community and Mizoram, have called for a separate administration, alleging marginalisation and unequal access to land and resources.

Prime Minister Narendra Modi in September met victims of the ethnic violence in Manipur’s Churachandpur during his first visit to the state in two years since unrest broke out in 2023.
