The State government has amended the memorandum of association (MoA) of the Kerala State Ex-servicemen Development and Rehabilitation Corporation (KEXCON) to enable employment of ex-service personnel in security-related assignments in Union public sector undertakings (PSUs) in the State.
The Union PSUs can take security cover from agencies sponsored by the Directorate General Resettlement (DGR), an attached office of the Ex-Servicemen Welfare department under the Ministry of Defence. Though KEXCON was empaneled with DGR as a security agency during 2013, the empanelment provision of KEXCON was taken by DGR with an observation that security services are not included in the memorandum of association of KEXCON.
Late in March this year, the managing director of KEXCON had written to the Sainik Welfare department regarding the need to modify the memorandum of association to include employment of ex-service personnel in security related arrangements as part of the scope of job. According to the MD, once empaneled with DGR, the security services of Union government institutions in Kerala like Gas Authority of India Limited (GAIL), oil companies, Food Corporation of India (FCI) and others which are being controlled and allotted through the DGR can be further allotted to KEXCON and this inturn ensure more job opportunities for ex-service personnel.
As per another newly included clause, KEXCON will provide technical consultancy for integrated security including installation of electronic devices and security manpower by carrying out security audits for the establishments.
