Lok Sabha Leader of Opposition Rahul Gandhi on Wednesday sought to debunk the Election Commission’s claim of ‘House number 0’ being used for homeless people. He said the Congress conducted an investigation to find the “truth”.
Chief Election Commissioner Gyanesh Kumar in a press address earlier in August had said that ‘House number zero’ voters ‘were not fake’. Gyanesh Kumar said many citizens live in homes without official numbers or were homeless.

“The address is given at the place where that person comes to sleep at night. Sometimes on the side of the road, sometimes under the bridge. And then if it is said that he is a fake voter, it is a big joke with our poor voters, sisters, brothers and elders. You know that in this country, crores of people have zero number in front of their house addresses. Why? Because the Panchayat, Municipality has not given the number to the house in which they live,” Kumar had said back then.

The curious case of ‘Narendra’ of House Number zero
Rahul Gandhi dismissed the CEC’s claim, saying the Congress systematically looked at the addresses. “We thought let us see if the people shown living in House number 0 were actually street dwellers.”

Showing the photo of a building in Haryana, Rahul Gandhi said that it belonged to “Narendra” who was shown as a resident House number zero. “But we found him in the village and physically identified this man and found out where he lives… The reason there is a ‘House number zero’ is that nobody can identify where that person is. Once he’s voted, he’s gone. You cannot find him. This is only one of hundreds of such cases,” Gandhi said.
“The Chief Election Commissioner of India is lying to the people openly. This is a method to make voter and address verification difficult. This is not a mistake; it’s not about homeless people,” he said.

He cited another example claiming that Haryana BJP vice-chairman of Palwal district Umesh Gudhrana had shown 66 people to be living in his house. “Forget that. House number 265 in Hodal had 500 voters. We went to find them, but they don’t exist. House No. 1904 in Rai had 108 voters in a little house,” Rahul Gandhi said.
He pointed out that according to the Election Commission’s rules, if there were more than 10 people living in a house, their identities must be physically verified on the ground. “But this wasn’t followed in Haryana,” he said.
He further alleged that the voters being fraudulently put up on the voters’ list were Congress supporters and their votes had been fraudulently cast. “These gentlemen [Election Commissioners] colluded with the BJP to ensure that the Congress could not win the elections in Haryana. The Election Commission is in partnership with the Prime Minister [Narendra Modi] and the Home Minister [Amit Shah] and they have destroyed the democratic foundations in tis country.”
