Expediting industrial approvals, a focus on citizen-centric governance, filling all vacant government posts and making Odia mandatory for official work are among the ‘15-point programme’ identified by Odisha Chief Minister Mohan Charan Majhi to add a fillip to his administration.

As Anu Garg, a 1991-batch IAS officer, formally took charge as the chief secretary of the state — the first woman to assume the office in the state — the chief minister handed over the ‘15-point programme’ to her for execution, officials said.

With the new agenda, the chief minister is believed to be aiming to improve administrative efficiency, accelerate reforms and make governance more pro-people.

“Even as the BJP government has taken up several new measures in the past 18 months, including resuming the CM’s grievance cell and launching some populist schemes, there is a sense of disappointment among people about the new regime, which needs to be addressed. The new agenda could be a step in that direction,” said a senior bureaucrat, requesting anonymity.

The deteriorating law and order situation and crime against women are among the major challenges for the government.

Officials in the chief minister’s office said the 15-point agenda outlined by the CM is aligned with Odisha Vision 2036, under which the government has targeted positioning Odisha among India’s top five developed economies. Odisha will complete 100 years of its formation by 2036.

As drawing investment to the state is one of the key priorities for the BJP government that would help generate employment, district collectors have been directed to fast-track approvals needed for rapid industrialisation. Instructions have also been issued to focus on knowledge-driven industries and the services sector.

Emphasising grievance redressal at different levels, which would have a direct impact on people, the chief minister has instructed officials to identify corrupt and inefficient officers and employees and weed them out of the governance system. He also emphasised ‘zero tolerance’ towards corrupt officers, citing recent vigilance action. A target has also been set to fill all vacant posts in the government within the next two years.

The new chief secretary has been asked to stress the need for regular review and evaluation of development projects and schemes to ensure their effective implementation.

“My priority will be to work towards making a strong and prosperous Odisha. We need to work in tandem to achieve the target,” said Garg after assuming charge.

With Garg’s appointment as the top administrator, a rejig is expected at the top bureaucratic level in the state.
