Police excess: SHRC recommends compensation to former Madurai Corporation councillor V.K. Gurusamy

The State Human Rights Commission (SHRC) on Monday (September 8, 2025) recommended that the Tamil Nadu government pay a compensation of ₹2.5 lakh to former Madurai Corporation councillor V.K. Gurusamy, in its order in a case of police excess. It also recommended that the State government initiate disciplinary proceedings against the police personnel involved in the case.

SHRC member V. Kannadasan recommended that a sum of ₹2 lakh be recovered from Inspector M. Manikandan, then attached to Keeraithurai police station in Madurai, and said a sum of ₹25,000 each could be recovered from C. Udhayakumar, then Assistant Commissioner of Police, and A. Nagarajan, then Inspector of Police, Theppakulam police station.

Mr. Gurusamy said in the complaint that he was a politician and after 2011, the police foisted false cases against him and his family members, detaining him under the Goondas Act on the instigation of a former Minister from another political party. He alleged that Mr. Udhayakumar and Mr. Nagarajan took ₹50 lakh from his house and accounted only ₹18.86 lakh.

The complainant further said that he had to remain in prison for 215 days.

Considering the materials on record and arguments of both parties, the Commission said that it was categorically proved by the complainant that when he was in prison, Mr. Udhayakumar and Mr. Nagarajan recovered money from his house and they threatened his family members against lodging any complaint.

Even when a complaint was lodged by the complainant’s son-in-law seeking police protection, Mr. Manikandan did not take any action and closed the case. This amounted to a violation of human rights, the Commission pointed out.
