President Droupadi Murmu on Monday (November 3, 2025) addressed a special session of the Uttarakhand Assembly organised as part of silver jubilee celebrations of the formation of the State. She hailed the legislature for bringing in the Uniform Civil Code (UCC) and also appreciated the passing of important laws like Lokayukta, Uttarakhand Zamindari Abolition and Land Reforms, anti-cheating among others.
The State had passed the UCC in January this year. The law provisions a complete ban on practices like triple talaq (customs related to marriage and divorce in Muslim Personal Law). It also ensures that women are given equal rights in matters related to property and inheritance rights.
The President is on a three day visit to Uttarakhand from November 2 to November 4.
Addressing the MLAs in Dehradun, Ms. Murmu said legislative assemblies are a key pillar of India’s parliamentary system. She added that legislators are the most important link between the public and the government and that if an MLA remains actively engaged in solving public problems and work for people’s welfare, the trusting bond between the public and their representatives will be unbreakable.
The President stressed that MLAs must work with special sensitivity for the welfare and development of the underprivileged sections of society. She added that providing growth opportunities to the younger generation should also be their priority.
Appreciating the members of Uttarakhand Assembly for implementing the Uniform Civil Code Bill in accordance with the Constitutional directive, the President added that the Assembly, since its formation, has passed over 550 Bills of great importance.
She also noted that there has been improvement in several parameters of the Human Development Index (HDI) and literacy rate in the State since its formation in 2000. She also appreciated the State’s efforts towards women’s empowerment and said that she hopes that the number of women in the Uttarakhand Legislative Assembly will further increase in the future.
Ms. Murmu also urged the State to move forward on the path of development while preserving the gift bestowed to it.
Thanking the President for gracing the State Assembly for the special session, Chief Minister Pushkar Singh Dhami said her words will continue to guide the State for the next 25 years.
“The inspiring words of the President on the Uniform Civil Code further strengthen our resolve. We remain continuously committed to the all-round development of the State and public welfare,” said Mr. Dhami.
Uttarakhand Governor Lieutenant General Gurmit Singh (Retd) and Assembly Speaker Ritu Khanduri were also present on the occasion.
Uttarakhand will complete 25 years of its establishment on November 9.
