A Jaish-inspired fidayeen attack in Delhi signals a resurgence of urban terror networks, with Maulvi Irfan radicalising doctors and Afghanistan handlers coordinating operations

A significant security threat has emerged following a well-coordinated Jaish-inspired Fidayeen operation carried out recently in Delhi. This alarming attack clearly signals a resurgence of urban Fidayeen networks functioning under the command of Jaish.
The selection of Delhi as the target is deeply strategic, explicitly indicating an effort by the operatives to showcase the ability to strike at India’s political core. This particular operation points toward sophisticated external linkages. Operational patterns and intercepted communications strongly suggest coordination with Afghanistan-based handlers. Critically, these activities are directly linked to the legacy Jaish cells that were reactivated after the Taliban takeover in 2021.
Central to the success of this dangerous network is the figure of Maulvi Irfan, who played a crucial role in the radicalisation process. Irfan was responsible for radicalising a significant number of medical doctors. CNN News18 had previously revealed that Maulvi Irfan was in direct contact with handlers situated in Afghanistan. The involvement and recruitment of highly educated individuals, including doctors, represents a key strategic shift for the terror group.
This new methodology involves executing low-profile, high-impact infiltrations. The approach is designed with two specific operational goals: firstly, to effectively evade traditional security measures, and secondly, to deliberately incite panic in the heart of the city. The high level of sophistication and the specific targeting of India’s capital underscore the urgent need for enhanced counter-terrorism measures against these evolving urban threats.
