The Election Commission on Tuesday (November 4, 2025) launched the second phase of the Special Intensive Revision (SIR) of electoral rolls in nine States and three Union Territories, covering around 51 crore voters, with booth-level officers distributing enumeration forms to electors.
Here are some frequently asked questions on SIR:
Which States are currently being covered under SIR?
Andamann & Nicobar, Chhattisgarh, Goa, Gujarat, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Uttar Pradesh are covered in the current phase of SIR, along with West Bengal, Tamil Nadu, and Kerala which are going to polls in 2026.

What happens during the enumeration phase?
The SIR process begins with the enumeration phase during which the booth level officers (BLO) will visit every household and provide the enumeration form. The form will have the voter’s name, EPIC ID, address, details of Assembly and parliamentary constituencies and their photo pre-printed. The form can be downloaded from the Election Commission’s website too.

The electorate would require to fill in details such as date of birth, mobile number, Aadhaar number (optional), and details of their parents and spouse, if applicable. A latest passport size photograph should also be attached with the form.
Most importantly, the electorate will be asked to establish a link with past SIR, which was conducted between 2002 and 2005.
The filled-up form will have to be submitted to the BLO, who will give an acknowledgement receipt.
How to find the link with the past SIR?

If the voter’s name finds its mention in the past SIR, it can be accessed in the website: https://voters.eci.gov.in. The voter has to select the State, and then search by EPIC ID or name. The website allows searches by district, Assembly constituency as well as the polling station. The format varies from State to State. For example, Assam’s last SIR details have been uploaded as PDF files, and is available in Assamese. However, in Tamil Nadu’s case it redirects to the State voters service portal page where voters can search by name, or from the electoral rolls in PDF format.

If the voter had not attained the voting age during the last SIR period, or if their name is missing in the list for any other reason, they can mention the details of their family members such as parents.
What if I have moved to another State since the past SIR?
In that case, the voter can mention the details from that State you or your family were a resident of when the SIR last took place. Supposedly, you or your family members migrated from Rajasthan to Tamil Nadu after 2005, and now you/your family are registered voters in Tamil Nadu, you need to find your/family’s name in the SIR list last happened in Rajasthan.

How to contact my BLO?
According to the Election Commission, a BLO should make three attempts to reach the electors. The forms can be collected by any adult member of the family.
The ECINET app and the EC’s website will give the details of the BLO if you search with your EPIC no. You can also book a call with your BLO.
Can the enumeration forms be filled online?
Yes, the form can be downloaded from the ECI’s website or ECINET app and can the filled-up form can be scanned and uploaded. Visit the voter service portal: https://voters.eci.gov.in. Click on ‘Fill Enumeration Form’. After entering your mobile number/EPIC, it will show your electoral data, check it. To fill the Enumeration Form your EPIC needs to be linked to your mobile number. Your phone number can be linked submitting Form 8 (select “Correction of Entries in Existing Electoral roll”, then “Mobile Number” option only in Form 8). Once this is done, you can fill the form after logging in again. The form can be submitted through Aadhaar based e-sign but for this spelling of your name on your Aadhaar card and EPIC should be matched, if ot is not then you have o fill the form offline.
Should I submit any documents at the enumeration phase?
Though the SIR mandates voters to provide at least one of the 11 indicative documents as proof for identity and address, it is not required at the enumeration stage.
What happens after the enumeration stage?
The ECI would publish the draft electoral roll on December 9, 2025 after the enumeration process is over. The elector has to check if their name appears in the draft roll, which would typically exclude those who have not submitted their enumeration forms.
The electoral registration officers will issue a notice after the publication of the draft rolls to those electors who could not be linked with the previous SIR in order to ascertain their eligibility.
Upon receipt of notice, the elector to provide the documents based upon the following categories:
If born in India before 01.07.1987 one needs to provide any document, for self, from the list Election Commission has provided, establishing the date of birth and/or place of birth.
If born in India between 01.07.1987 and 02.12.2004, including any document, for Self, establishing the date of birth and/or place of birth. One needs to provide any document, for Father or Mother, establishing the date of birth and/or place of birth.
If born in India after 02.12.2004 provide any document, for Self, establishing the date of birth and/or place of birth. Provide any document, for Father establishing the date of birth and/or place of birth and also for Mother establishing the date of birth and/or place of birth.
If any parent is not Indian, provide a copy of his/her valid passport & visa at the time of your birth.
If born outside of India,attach proof of Birth Registration issued by the Indian Mission abroad.
If acquired Indian citizenship by Registration/Naturalisation, attach Certificate of Registration of Citizenship.
What if someone has not submitted the enumeration form?
For electors whose enumeration forms have not been returned, the BLO may ascertain a probable cause, including death or duplication, through inquiries conducted with neighbouring electors and document these findings.
Since the draft electoral rolls will only include the names of those who have submitted the enumeration forms, booth-wise lists of electors whose names have not been included in the draft rolls will be displayed on the notice board of the respective Panchayat Bhavan or the urban local body office and at the offices of the block development officers.
What documents should be provided when asked?

How to raise a claim, objection or appeal?
According to Election Commission, after publication of the draft electoral roll, Electoral Registration Officer (ERO) will scrutinise the eligibility of proposed electors in accordance with the qualification of electors proposed under Article 326 and Section 16 & 19 of Representation of the People Act, 1950 (RPA). They will start a suo moto enquiry and issue notice to electors who could not link/match their name with past SIR.
According the ECI’s notification dated October 27, 2025, the EROs will refer cases of suspected foreign nationals to the competent authority under the Citizenship Act, 1955.
If any electoral wants to appeal against the decision of Electoral Registration Officer (ERO) on deletion of their name from the draft electoral roll, they must do it before the District Magistrate first then Chief Electoral Officer will hear the second appeal against the decision of DM. Electors can appeal for inclusion of their name in the final electoral roll till January 31.
Can we add or remove names at any stage during the SIR process?

During the enumeration stage, Form 6 can be obtained from the BLOs to add names as a new voter.

If any voter wants to shift their address or correct the existing entry or want to be marked as a person with disability, they can fill up Form 8.

What about removal from SIR draft roll due to death?
The ECI has claimed non-removal of dead voters is one of the reasons behind launching pan India SIR. Before the SIR commenced in Bihar, the state had 7.89 crore electors. After the exercise, the draft roll published on August 1 had 7.24 crore electors, as nearly 65 lakh names were removed, including 22 lakh deceased persons. The ECI said after the pan India Special Intensive Revision of voter list, the updated voter list will remove all the dead voters.
The Form 7 of the voter application form pertains to both inclusion and deletion of names.
