The house-to-house enumeration phase of the Special Intensive Revision (SIR) of the voters’ list will kick off in Kerala in earnest from Tuesday (November 4, 2025).
During this month-long initial phase of the exercise, booth-level officers (BLO) will visit homes and distribute the enumeration forms.
The forms will be handed out to all voters whose names are present in the Election Commission of India’s (EC) voters’ list as on October 27, 2025. To each voter, the BLO will hand over two copies of the form and will help the voter enter the required information.
BLOs will collect the filled-out form and hand over the receipt. The forms can also be filled out online. The enumeration phase will last till December 4.
The draft electoral roll will be published on December 9. The period for filing claims and objections will last from December 9 to January 8. The final list will be published on February 7, as per the schedule published by the ECI.
In the meantime, the State government is also scheduled to convene an all-party meeting on the SIR on Wednesday (November 5). The decision had been taken in last week’s Cabinet meeting with major political parties, excluding the BJP, opposing the SIR, especially the decision to conduct the exercise when Kerala is preparing to face the local body polls this year.
Leader of Opposition V.D. Satheesan said on Monday (November 3) that the Congress-led United Democratic Front would cooperate with the all-party meeting called by the State government. Mr. Satheesan criticised the EC decision to proceed with the SIR in Kerala overruling the opinions of the political parties in the State and a recommendation made by the Chief Electoral Officer (Kerala) to put it off until after the local body elections.
