The Telangana Human Rights Commission (TGHRC) on Monday observed that retention of students’ certificates, on grounds such as pending scholarship reimbursement, violates the Right to Education and amounts to infringement of human rights.

Passing directions to Gauthami Degree College, Balanagar, and Sultan-ul-Uloom College of Pharmacy, Banjara Hills, the Commission summoned the chairman and principal of the colleges to appear before it.

The former was illegally withholding a BBA graduate’s original certificates while the latter was holding back original certificates of 17 students.

The Commission also directed the District Collectors and the Telangana State Council of Higher Education for urgent compliance. It reiterated that withholding of students’ academic records amounts to denial of educational and career opportunities, besides violating their fundamental rights. Non-compliance of its directions by colleges concerned will attract serious action, it noted.
