Third round of house-to-house visits to collect enumeration forms begins soon for Bihar SIR

Booth Level Officers will soon begin their third round of house-to-house visits to collect the enumeration forms of the remaining voters as part of the Special Intensive Revision (SIR) of electoral rolls in Bihar, the Election Commission of India (ECI) said on Tuesday (July 15, 2025).

The Booth Level Officers will again visit households where the electors were temporarily absent in the previous visits.

The last date for submission of forms is July 25, and the draft electoral rolls, including the names of all the individuals who have submitted the forms, will be published on August 1.

Forms of 86.32% voters have been collected so far, the ECI said in a statement.

With 10 more days left for the last date of submission of filled enumeration forms in the ongoing Bihar SIR, out of the 7,89,69,844 electors in Bihar, forms for 6,81,67,861 (or 86.32% of electors) have been collected.

Accounting for the deceased, permanently shifted, and people enrolled in more than one place, the SIR’s enumeration form collection phase had covered 90.84% of the nearly 7.9 crore-strong electorate in Bihar. Only 9.16% electors remain to submit their filled enumeration forms before the July 25 deadline, according to the ECI.

Special camps had been established in all the 5,683 wards of all 261 Urban Local Bodies in the State, and newspaper advertisements issued to ensure that the remaining electors filled their enumeration forms well in time, and also had their names included in the draft electoral rolls to be published on August 1, 2025.

Such electors are also being encouraged by Booth Level Officers to fill up their forms online (in accordance with para 3(d) of the SIR guidelines), using their mobile phones through the ECINet app, or through the online form on https://voters.eci.gov.in. Electors can also fill their enumeration forms online through the ECINet portal, and also search for their names in the 2003 voter rolls, wherever applicable.
