A major terror network spanning multiple states has been uncovered by the Uttar Pradesh Anti-Terrorism Squad (ATS), with key accused Saqib alias “Devil” found to be actively building and expanding a radical module on his own.

According to investigators, Saqib created over a dozen Telegram groups to recruit and indoctrinate youth, sharing provocative, anti-national content and videos linked to terror incidents. The network drew participants not just from Uttar Pradesh, but also from neighbouring states, raising concerns about its scale and reach.

TELEGRAM GROUPS USED FOR RADICALISATION

ATS officials said Saqib used encrypted platforms to spread extremist ideology and mobilise recruits. Hundreds of users are believed to have joined these groups, where inflammatory posts, videos of terror attacks, and propaganda material were circulated to influence and radicalise members.

Investigators said discussions within these groups even touched upon carrying out blasts in cities like Delhi.

DUBAI LINK, PAK HANDLERS IN LOOP

The probe revealed that Saqib was introduced to Pakistan-based handlers through a Dubai-based contact identified as Aqib. Following this, he began building his own network and operational team.

Sources said the module’s footprint extended beyond Uttar Pradesh to Delhi, Haryana and Mumbai, with efforts underway to prepare recruits for potential attacks in a short span of time.

ARMS PROCUREMENT, FIRING PRACTICE UNDER SCANNER

A key finding in the investigation is Saqib’s alleged contact with arms smugglers in Punjab. Officials believe he was planning to procure weapons through these channels.

Evidence recovered from mobile phones and interrogation suggests he had also begun firearms training. The ATS is now tracking the suspected arms supply network, which may have links to Aqib and other handlers.

TRAIN SABOTAGE PLOT, ATS REVIEWS PAST CASES

Separate questioning of the accused has also revealed plans to target railway infrastructure. The module was allegedly trained to place gas cylinders on tracks to trigger derailments, with handlers providing online instructions.

Following this, the ATS has launched a review of all incidents over the past 18 months involving objects placed on railway tracks, damaged signal systems, or related sabotage attempts in Uttar Pradesh and nearby states.

Officials said location data from the accused’s phones will be used to link them to past incidents, as the probe widens to identify the full extent of the network.

MODULE INTERCEPTED BEFORE MAJOR STRIKE

According to officials, the group had conducted reconnaissance of key locations, including railway signal systems in cities such as Ghaziabad, Aligarh and Lucknow.

They were allegedly planning an arson attack near Lucknow railway station earlier this month, targeting signalling infrastructure. However, the ATS intercepted the module and arrested the accused before the plan could be executed.

Authorities believe the module was part of a larger conspiracy to disrupt public order by targeting critical infrastructure and inciting violence. Further investigation is underway to identify additional members and links.
