Cindy Rodriguez Singh fled the US after her disabled six-year-old son went missing. The FBI believes she may be hiding in India or Mexico

The Federal Bureau of Investigation (FBI) on Tuesday added Cindy Rodriguez Singh, a 40-year-old US citizen wanted in connection with the alleged murder of her six-year-old son, Noel Alvarez, to its Ten Most Wanted Fugitives list. Rodriguez Singh, who has ties to India and Mexico, is the 537th person to be added to the list since its inception in March 1950.
The FBI also announced that the reward for information leading to her arrest and conviction has been increased from $25,000 to $250,000. The Bureau said this is one of the highest rewards currently being offered for a fugitive.
THE DISAPPEARANCE OF NOEL ALVAREZ
Six-year-old Noel Alvarez was last seen in October 2022, around the same time Cindy Rodriguez Singh gave birth to twins. On March 20, 2023, the Everman Police Department, acting at the request of the Texas Department of Family and Protective Services, conducted a welfare check on the boy. During the welfare interview, Rodriguez Singh lied to officers, claiming that Noel was living with his biological father in Mexico and had been there since November 2022.
However, just two days later, on March 22, 2023, Rodriguez Singh, her husband Arshdeep Singh, and six other juvenile children were seen boarding an international flight bound for India. Noel was not present and did not board the flight, according to both the FBI and the Everman Police.
Rodriguez Singh has not been seen since that date, and authorities believe she may be hiding in India or Mexico.
ABUSE, DISABILITIES, AND CONTRADICTORY STORIES
According to USA Today, Noel Alvarez suffered from severe disabilities, including chronic lung disease, and required oxygen treatment.
Witnesses told investigators that in the weeks before his disappearance, Rodriguez Singh began to fear Noel, reportedly telling people that he was “evil, possessed or [had] a demon in him", and that she feared he would “hunt" her newborn twins. The USA Today report also said that Noel was subjected to severe abuse, including having food and water withheld because Rodriguez Singh did not want to change his diapers.
In one instance, witnesses said Cindy struck Noel in the face with keys when he tried to drink water.
Rodriguez Singh gave conflicting accounts of what happened to Noel. In one version, she claimed to have “sold" him to a woman in a Fiesta Mart supermarket parking lot, but former Everman Police Chief Craig Spencer stated there was no evidence to support that story.
Police investigations also revealed that on March 21, 2023—the day before the family fled—Arshdeep Singh was seen disposing of a carpet in an outdoor dumpster. A cadaver dog trained to detect human remains later alerted police to both the carpet and a new patio at the family residence.
CAPITAL MURDER CHARGE AND FEDERAL ARREST WARRANT
On October 31, 2023, Cindy Rodriguez Singh was formally charged with capital murder in the District Court of Tarrant County, Fort Worth, Texas.
Subsequently, on November 2, 2023, a federal arrest warrant was issued by the US District Court, Northern District of Texas, Fort Worth, charging her with Unlawful Flight to Avoid Prosecution.
Later, on August 29, 2024, the FBI announced an initial reward of up to $25,000 for information leading to her arrest. On July 2, 2025, this amount was increased to $250,000, coinciding with her addition to the FBI’s Ten Most Wanted Fugitives list.
FBI, POLICE AND PROSECUTORS SPEAK OUT
In a press conference held on Tuesday, FBI Dallas Special Agent in Charge R. Joseph Rothrock stated: “The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman as well as throughout North Texas. The addition of Cindy Rodriguez Singh to the FBI’s Ten Most Wanted Fugitives List is an opportunity to bring this case to the eyes and ears of citizens across the country and around the world. We are confident that this publicity will culminate in her arrest and that she will be returned to the United States to answer for her alleged crimes."
Craig Spencer, former Chief of Police and now city manager and emergency management coordinator for Everman, said: “The addition of Cindy Rodriguez Singh to the FBI’s Ten Most Wanted Fugitives list marks a powerful moment in our unrelenting pursuit of justice for Noel. This is a promise we made to him and to this community, that we would never stop until those responsible are held accountable. This designation amplifies our reach and renews our focus. We urge anyone, anywhere, with information to come forward now. Noel deserves that much. We are so incredibly thankful to the FBI for their continued effort and support on this incredibly important case."
FUGITIVE DESCRIPTION
Cindy Rodriguez Singh was born in Dallas, Texas, in 1985 and is currently 40 years old. According to the FBI, she is between 5 feet 1 inch and 5 feet 3 inches tall, weighs between 120 and 140 pounds, and has brown hair and brown eyes. She has a medium complexion and is known to have multiple tattoos—on her back, both legs, right arm, right hand, and right calf.
She is believed to have strong connections to India and Mexico, and FBI officials say she may be residing in or travelling between these countries.
