In a landmark decision, member states of the International Labour Organization (ILO) have adopted the world’s first international treaty aimed specifically at protecting workers in the gig and platform economy, marking a major shift in how app-based workers are treated globally.
The treaty, adopted during the 114th International Labour Conference in Geneva, establishes international labour standards for millions of workers engaged through digital platforms such as ride-hailing, food delivery, e-commerce and freelance work. It is the first global labour agreement dedicated to platform workers.
Why Is This Treaty Significant?
The platform economy has expanded rapidly over the past decade, employing hundreds of millions of workers worldwide. However, many gig workers have long complained about low and unpredictable pay, lack of social security, long working hours and limited legal protections.
The new ILO convention seeks to address these concerns by creating a common international framework for decent work in the platform economy. It is widely being described as the first global labour treaty focused exclusively on gig workers.
What Protections Could Gig Workers Get?
The treaty is expected to strengthen protections in several key areas:

One of the most significant aspects of the negotiations focused on algorithmic management — the automated systems used by apps to assign jobs, calculate pay and evaluate worker performance. The treaty introduces standards aimed at making these systems more transparent and accountable.
Will It Change Worker Classification?
A major debate during negotiations centred on whether protections should apply only to workers classified as employees or also to those treated as independent contractors.
Many labour groups argued that gig workers often perform work similar to employees but are denied benefits because they are classified as self-employed. The treaty attempts to establish baseline protections regardless of how workers are classified under national laws.
What Does It Mean for India?
India has one of the world’s largest gig workforces, with millions employed through food delivery, ride-hailing and logistics platforms.
While the treaty does not automatically become law in member countries, governments that ratify it will be expected to align their domestic labour regulations with the new standards. For Indian gig workers, the convention could add momentum to ongoing efforts to secure social security benefits, accident insurance and improved working conditions.
What Happens Next?
The adoption of the treaty is only the first step. Individual countries must now decide whether to ratify and implement the convention through national legislation.
Labour rights groups have hailed the agreement as a historic milestone, arguing that it brings international labour protections into the digital age. Employers and platform companies, meanwhile, are expected to closely examine how the new standards could affect their business models.
For millions of app-based workers around the world, the treaty represents the strongest international recognition yet that gig work deserves the same basic protections as traditional forms of employment.
