Chinese President Xi Jinping has arrived in North Korea in his first visit to the isolated country in seven years. His arrival in Pyongyang on Monday was confirmed by Chinese state media Xinhua.
This is Xi’s first overseas trip this year and comes weeks after he hosted Russian President Vladimir Putin and US President Donald Trump for separate visits in the Chinese capital, casting Beijing as a global power broker at a time of increased geopolitical tensions.
Xi’s upcoming visit to North Korea is being widely viewed as an attempt to reinforce its close ties with Kim Jong Un, who has reached out to Russia in recent years by sending troops and conventional weapons to support its war against Ukraine.
Why The Visit Matters?
China is North Korea’s largest trading partner and most important diplomatic backer. While several Western countries, particularly the United States, have isolated Pyongyang internationally through harsh sanctions due to its nuclear programme, China has continued to provide the country with critical economic support, including trade in food, fuel, and consumer goods.
North Korea also serves as a strategic buffer between China and the US-allied South Korea. During the Korean War in 1950, Chinese troops intervened on behalf of North Korea against UN-led troops and formalised ties. Beijing fears that the collapse of the North Korean regime could trigger a refugee crisis and potentially lead to a unified Korea aligned with the United States.
However, North Korea’s nuclear programme has been a source of frustration for China, which has led to regional volatility and international sanctions. China has attempted to walk a diplomatic tightrope by supporting UN-led resolutions against Pyongyang due to Kim Jong Un’s aggressive nuclear push, while also opposing efforts to completely isolate the country.
Xi’s latest visit is particularly significant due to North Korea’s growing reliance on Russia for support linked to its nuclear programme and access to food, oil and military hardware. This has allowed Pyongyang to reduce its dependence on China and allowed Kim Jong Un to press Beijing for more economic concessions.
What To Expect From This Visit?
Xi is expected to use his rare access to Kim to reinforce Beijing’s influence on North Korea and send a message that China cannot be sidelined in Pyongyang’s recent efforts to build ties with Russia. He is also expected to project unity in their opposition to what they view as US-led pressure in the region.
US President Donald Trump has repeatedly said he is open to holding talks with Kim after the two leaders walked away from nuclear talks in 2019. China will be hoping that any talks between Washington and Pyongyang should not bypass Beijing’s core interests in the region.
Kim’s recent unveiling of new nuclear facilities has also worried China, which officially opposes a nuclear North Korean state over concerns that it will drive other countries to seek their own nuclear arsenals.
Xi will seek to assert China’s central role in the region, while for Kim, just the “visual deference of a visit on North Korean soil" is a win, Seong-Hyon Lee of the George HW Bush Foundation for US-China Relations told AFP.
The visit is also part of a wider effort by China, Russia and North Korea to project a united front against Japan, according to experts. Moreover, North Korea could seek more development aid from China and seek advanced technology for its defence infrastructure.
