In a bid to prioritise public safety, animal and bird protection, and environmental balance, the Haryana Government has enforced a comprehensive ban on Chinese Manja, the notorious kite string coated with glass, metal, or other sharp materials. The ban encompasses the production, storage, sale, supply, import, and use of Chinese Manja throughout the state.
The Director General of Police, Haryana, Ajay Singhal, has assured strict adherence to this ban across the state. He highlighted the significant dangers posed by Chinese Manja, citing numerous incidents of road accidents, severe injuries, and bird fatalities. Singhal emphasised that the Haryana Police are taking robust actions with public safety as their top priority. Offenders found selling, storing, or using the prohibited manja will face severe consequences. He urged citizens to opt for ordinary cotton thread for kite flying and to promptly report any sightings of Chinese Manja to the police to avert potential incidents.
The notification specifies that only simple cotton thread, free from glass, metal, chemical coating, or thread-strengthening materials, is permitted for kite flying. The use of the banned manja is not only punishable by law but also endangers human lives, wildlife, and public property. Singhal stated that all Commissioners of Police, Senior Superintendents of Police, Range Officers, and Station House Officers have been instructed to maintain strict surveillance, take decisive legal action against violators, and conduct regular inspections and seizure drives in markets.
To increase public awareness, the authorities are organising activities in markets, schools, educational institutions, and communities to educate citizens about the hazards of Chinese Manja. The public is urged to report any instances of the banned material to the nearest police station or administration. The Haryana Police appeals to the public to adopt safe kite flying practices and adhere to the law to help create a safer society.
