The United Arab Emirates has announced a major step towards AI-driven governance, with plans to run 50 per cent of its government services and operations through autonomous artificial intelligence within the next two years.
The initiative was announced by Sheikh Mohammed bin Rashid Al Maktoum under the direction of UAE President Sheikh Mohamed bin Zayed Al Nahyan. The move aims to position the UAE as the first country to operate government functions at this scale using advanced AI systems.
What Is Agentic AI?
At the centre of the plan is ‘Agentic AI’, a more advanced form of artificial intelligence that goes beyond assisting humans. Unlike traditional systems, these AI agents can independently carry out tasks, manage workflows, and make decisions with minimal human involvement.
Under this model, AI will shift from a supporting tool to an active participant in governance, embedded across departments to handle processes, respond to requests, and take decisions in real time.
‘AI Is No Longer A ‘Tool’
Explaining the vision, Sheikh Mohammed said the role of AI is evolving rapidly. “AI is no longer a tool. It analyses, decides, executes and improves in real time," he said. He added that it “will become our executive partner to enhance services, accelerate decisions, and raise efficiency."
How It Could Change Everyday Services?
The shift is expected to transform how citizens access government services. Processes that currently take time could become faster and more streamlined, with reduced paperwork and quicker approvals. Services may also become more responsive and tailored to individual needs.
For the government, AI integration could improve efficiency and reduce operational load. Routine administrative tasks can be automated, allowing officials to focus more on planning and policy.
Challenges And Global Impact
At the same time, the move raises questions around oversight, accountability, and the role of human judgement. As the UAE moves ahead, its approach could set a global benchmark for how governments adopt AI at scale.
If successful, the initiative may mark a shift from digital governance to AI-led administration, changing how decisions are made and delivered.
