The Andhra Pradesh Capital Region Development Authority (APCRDA) has invited a Request for Proposal (RfP) for selection of a consulting firm to design a comprehensive governance and institutional framework for the Amaravati capital city.
The tender documents are available on the A.P. e-procurement portal, with the bidding window open from March 12 to April 16.
The selected consultant will be tasked with preparing a roadmap to transition Amaravati from its current development phase into a fully functional and operational capital city.
The assignment aims to outline institutional structures capable of delivering infrastructure and services, mobilising financial resources, and ensuring sustainable urban development in line with the capital city’s vision plan.
The proposed framework must adhere to the principles of institutional coherence, autonomy, accountability, and sound financial management, while aligning with the provisions of the 73rd and 74th Constitutional Amendment Acts.
Tariffs and taxes
A key aspect of the mandate is to recommend empowering the urban bodies with the authority to fix and collect tariffs, taxes, and user charges, and to access capital markets for debt financing. The consultant is also expected to propose mechanisms for participatory governance and coordination with other State institutions.
The scope of work includes recommending legal and policy reforms, such as drafting a Capital City Governance Act, or suggesting amendments to the existing laws. Provisions relating to allocation of police personnel to the municipal bodies, establishment of fast-track courts for planning violations, fiscal devolution, and public-private partnership frameworks are also part of the brief.
HR policies
Additionally, the consultant will design an organisational and human resources framework, including staffing plans and capacity-building strategies, drawing on global best practices.
A detailed institutional design report will also be prepared, covering role clarity, authority structures, revenue models, and HR policies for various agencies involved in Amaravati’s governance.
