Bhupender Yadav's Private Secretary, 2 Others Removed In Surprise Staff Shake-Up

While transfers & repatriations of officers serving in ministers' personal offices are not uncommon, the simultaneous exit of three senior members of a minister's staff is unusual

Three senior aides attached to Union Environment, Forest and Climate Change Minister Bhupender Yadav have been removed from his office through separate government orders issued on July 3 in a rare administrative shake-up involving the minister’s private secretary and two additional private secretaries.

According to a report by the Indian Express, the three officers have either been repatriated to their parent cadres or had their appointments terminated with immediate effect. The ministry has not publicly stated the reasons behind the move.

The development comes at a time when there is growing political speculation over a possible Union Cabinet reshuffle. Administrative changes in ministers’ personal staff have, on occasion, preceded cabinet reshuffles, as incoming ministers often appoint their own teams. However, such staff-level changes are not, by themselves, evidence of an impending reshuffle.

Three Separate Orders

The first order pertains to Amar Singh, an Indian Revenue Service (Income Tax) officer of the 2010 batch who was serving as Private Secretary to the minister.

The government order states: “…Shri Amar Singh, IRS (IT:2010), Private Secretary to the Hon’ble Minister for Environment, Forest and Climate Change, is repatriated to his parent cadre, i.e Department of Revenue, on administrative ground and relieved of his duties with immediate effect."

Express reported that Amar Singh had been appointed as Yadav’s Private Secretary in 2021, when Yadav also held the labour and employment portfolio. A former Deputy Secretary who was upgraded to Director in 2024, his tenure had been approved until September 7, 2026, or until further orders, whichever came earlier.

The second order concerns Shailesh Kumar Singh, Additional Private Secretary to the minister. The order states: “Shri Shailesh Kumar Singh is directed to report to his parent cadre i.e Department of Personnel and Training immediately."

According to the Indian Express, Singh has been “prematurely repatriated" to his parent cadre with the provision of “extended cooling off", and was relieved with immediate effect.

The third order relates to Ayush Saran, who was also serving as Additional Private Secretary. The government order reads: “In pursuance of Department of Personnel and Training’s O.M. No 23/1/2024… dated 2nd July, 2026, and with the approval of the competent authority, the appointment of Shri Ayush Saran as Additional Private Secretary to the Hon’ble Minister for Environment, Forest and Climate Change is terminated with immediate effect. Shri Ayush Saran is relieved of his duties immediately."

The order, signed by Under Secretary Vibhuti Panjiyar, was marked to the Prime Minister’s Office, Cabinet Secretariat and the Department of Personnel and Training, among others.

The New Indian Express, quoting sources, added that a similar action could follow against the aides of three other ministers.

The government has not officially explained the reasons behind the decisions, and no link has been drawn between the changes and any broader administrative or political exercise.
