The Andhra Pradesh government has introduced and passed a Bill in the Legislative Assembly to facilitate the appointment of the son of a slain political worker as a Junior Assistant, following a special resolution of the Council of Ministers.
The move follows the death of Thota Chandraiah, a resident of Gundlapadu village in Palnadu district, who had been killed in January 2022 in an incident described in official records as an “act of extreme political violence.” As the sole breadwinner of the family, his death left his dependants in severe financial distress.
To provide relief, the government proposed the appointment of his son, Thota Veeranjaneyulu, on compassionate grounds.
However, existing provisions of the Andhra Pradesh (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) Act, 1994, mandate that public service appointments be made only through the Public Service Commission, a Selection Committee, or the Employment Exchange.
To overcome this legal hurdle, the government brought forward the Andhra Pradesh (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) (Second Amendment) Bill, 2025, seeking to amend Section 4(2) of the Act. The Council of Ministers had earlier approved the proposal through Resolution No. 253/2025.
Speaking in the Assembly, Minister for HRD Nara Lokesh said the amendment was intended to extend justice to the bereaved family. The Bill was passed by the House and would be sent to the Governor for assent under Article 200 of the Constitution.
