Proceedings in the Lok Sabha and the Rajya Sabha witnessed disruptions on Monday (December 15, 2025) following protests by treasury benches over alleged threat by some Congress workers to Prime Minister Narendra Modi’s life.
In the Lok Sabha, the charge was led by Parliamentary Affairs Minister Kiren Rijiju, while Union Health Minister Minister J.P. Nadda took on the Congress in the Upper House.

In the Upper House, proceedings were adjourned till 12 p.m. amid uproar after Mr. Nadda condemned the Congress over slogans raised against the Prime Minister.
“With pain and an agitated heart, I want to share before the House that yesterday at the Congress rally, slogans were shouted: ‘Modi teri Kabr khudegi, aaj nahi to kal khudegi‘ (Modi’s grave will be dug, if not today, then tomorrow). This type of slogan reflects the Congress party’s thinking and mindset,” Mr. Nadda said, immediately after papers were laid in the Upper House.
Describing the slogans as “condemnable,” Mr. Nadda said shouting such slogans against the Prime Minister and wishing his death was unacceptable and demanded that the Congress president and Leader of Opposition Mallikarjun Kharge, and senior Congress leader Sonia Gandhi, who were present in the House, apologise to the nation.
“Congress has stooped to a low level in politics that is beyond imagination. I strongly condemn this,” he added.
As the House witnessed an uproar, Deputy Chairman Harivansh adjourned the proceedings until 12 p.m.

In the Lok Sabha, Speaker Om Birla paid tributes to three former members of the House who passed away recently as soon as the House met. Soon after, treasury bench members were quick on their feet to protest against the alleged threat to Mr. Modi.
“We are rivals but not enemies. But Congress workers have threatened to dig the grave of the Prime Minister at the Congress rally [on Sunday]. This is the most unfortunate incident to happen. PM Modi is the leader of the 140 crore people of the country and the most strong leader of the world. Congress party must tender an apology for the threat,” Mr. Rijiju said.
The Minister said when an MP made certain remarks against the Opposition, the Prime Minister had directed him to tender an apology and accordingly he did that. “Congress should now tender an apology for giving threat to the Prime Minister,” he added.
As the uproar continued, the Speaker adjourned the House till 12 p.m. within minutes of the proceedings. When the House reassembled, Opposition MPs raised an objection with Congress leader K.C. Venugopal wanting to make a counter-point.
BJP MP Dilip Saikia, who was on the Chair, requested Mr. Venugopal to allow the Zero Hour to function and assured him that he would get an opportunity to speak once the scheduled speakers addressed the House. The Lok Sabha was adjourned until 2 p.m. as the Opposition members didn’t relent.
On Sunday (December 14, 2025), the Congress party held a major rally titled “Vote Chor, Gaddi Chhod (vote thief, quit the throne)” at Delhi’s Ramlila Maidan, protesting against alleged electoral malpractices.
