Indian investigative agencies have achieved a major breakthrough in an ongoing multi-state terror investigation led by Jammu and Kashmir Police, with the tracing of a key Lashkar-e-Taiba operative in Saudi Arabia. Umer Harris, also known by his alias “Khargosh", is accused of playing a central role in a long-running network that operated across Punjab, Haryana, Rajasthan, and Jammu & Kashmir.
According to intelligence sources, Harris, originally from Khyber Pakhtunkhwa in Pakistan, joined Lashkar-e-Taiba to evade criminal cases back home and was infiltrated into Kashmir around 2012. Over the years, he became a crucial handler within the module, coordinating activities and facilitating foreign terrorists. His ability to constantly shift locations and identities earned him the codename “Khargosh" (rabbit), reflecting his evasive tactics that kept him off the radar for over a decade.
What makes this case particularly alarming is the extent of systemic vulnerabilities it exposes. Investigators say Harris managed to secure an Indian passport under the fake identity “Sajjad" by fabricating documents, including a fraudulent marriage certificate to establish residency in Rajasthan. This allowed him to operate freely within India, raising serious questions about lapses in police verification processes and passport issuance mechanisms.
The broader investigation has also led to the identification and arrest of other operatives, including individuals identified as Abdullah and Usman, who were allegedly part of the same network. Together, they are believed to have sustained a support system for foreign militants, providing logistics, shelter, and forged identities, over a period spanning nearly 16 years.
Officials say the dismantling of this module marks a significant success for Indian intelligence agencies. Beyond neutralising an immediate threat, the probe has yielded critical insights into Lashkar-e-Taiba’s operational strategy, particularly its reliance on sleeper cells embedded deep within civilian populations and its use of forged documentation to evade detection.
The case also highlights evolving patterns in cross-border terrorism, where operatives blend into local communities, exploit administrative loopholes, and maintain long-term clandestine networks. With Harris now in custody and further interrogation underway, agencies are expected to deepen their investigation into funding channels, recruitment pipelines, and possible links to other dormant cells.
