In a major crackdown on Pakistan-backed terror networks, the Central Government has designated Jaish-e-Mohammed operative Mohammad Mussadiq as an individual terrorist under the Unlawful Activities (Prevention) Act, 1967.
According to a Gazette notification dated July 4, 2026, the government has added Mohammad Mussadiq to the Fourth Schedule of the UAPA, formally designating him as an individual terrorist. He is also known by several aliases, including Doctor, Abdul Manan, Sajjad, Hamza and Wahid Khan.
The notification identifies Mussadiq, approximately 38 years old, as a resident of Shakargarh in Pakistan’s Narowal district. It says he belongs to Jaish-e-Mohammed, which is already listed as a terrorist organisation under the First Schedule of the UAPA.
The move legally brings Mussadiq under the category of a designated individual terrorist, allowing Indian agencies to act against his network, finances, associates and operational links under the anti-terror law.
According to the notification, Mussadiq is one of the main handlers involved in pushing Pakistani terrorists into Jammu and Kashmir. He has also been linked to the April 22, 2022, attack on security forces in Sunjwan, Jammu, carried out by Jaish-e-Mohammed terrorists.
Top intelligence sources said the designation is significant as it formally records Mussadiq’s role not just in past terror attacks, but also in the wider infrastructure used to sustain cross-border terrorism in Jammu and Kashmir.
The notification further states that Mussadiq has been involved in a wide range of terror activities against India, including supplying arms and ammunition through drones across the border and planning terror attacks in Jammu and Kashmir.
Officials said this is a key aspect of the government’s decision, as terror groups have increasingly used drones to move weapons, explosives and communication equipment into Indian territory. By naming Mussadiq in the Fourth Schedule, the Centre has sought to target the handlers behind such cross-border supply chains.
The Gazette notification also flags his role in handling a team of JeM “cyber players" who use social media platforms to recruit youth into the terrorist organisation. Officials said this shows the growing importance of digital radicalisation in Pakistan-backed terror operations.
Sources said the formal designation will help law enforcement agencies intensify action against online modules linked to Jaish-e-Mohammed, including accounts, handlers, propaganda networks and recruitment channels associated with Mussadiq.
The government’s decision also sends a clear signal that individuals operating from foreign soil will be pursued under India’s anti-terror framework if they are involved in planning, financing, facilitating or directing terror activities against the country.
The UAPA empowers the Centre to add the name of an individual to the Fourth Schedule if it believes the person is involved in terrorism. With Mussadiq’s inclusion, Indian agencies can now invoke the full legal framework available under the Act to disrupt his network and operational capacity.
