India’s biggest cities often struggle to bring voters to polling booths—but one megacity is clearly breaking that trend.

In the 2026 Tamil Nadu election, Chennai has emerged as the standout performer, recording an impressive 83.74% voter turnout. In a country where urban apathy is frequently blamed for low participation, this figure places Tamil Nadu’s capital far ahead of its metro peers.

How Chennai Compares With India’s Big Cities on Voter Turnout

Compare Chennai’s voter turnout with Mumbai, where turnout in its most recent civic body polls hovered around the low-50% mark, continuing its long-standing trend of muted voter enthusiasm. Bengaluru too tells a similar story, with turnout figures typically staying close to 50–55% in the 2024 Lok Sabha election.

Even Delhi, despite being politically vibrant, recorded around 60% turnout in its 2025 Assembly election—higher than Mumbai and Bengaluru, but still significantly behind Chennai.

In the 2024 general polls, Kolkata recorded a voter turnout of around 63-65%, which is significantly lower than West Bengal’s average.

How Chennai Voted In 2026 Polls

While Chennai is being applauded for its high voter turnout, the total number of votes cast actually declined compared to the last two Assembly elections.

In absolute terms, only 23.7 lakh votes were polled this year—lower than 24.16 lakh in 2021 and 24.3 lakh in 2016.

DMK, AIADMK Or Vijay: Who Gains The Edge From High Turnout In Tamil Nadu? 5 Scenarios Explained

So What Explains Chennai’s Surge?

Tamil Nadu has historically seen strong political engagement, with high-stakes contests and deeply rooted party structures mobilising voters effectively. Civic awareness, local issues, and a culture of participation also play a role in driving people to vote in large numbers.

The contrast is stark: while most Indian megacities struggle to cross even 60%, Chennai has surged past 80%, setting a benchmark for urban voter participation.

However, Ramu Manivannan, professor of political science at Madras University, linked the voter turnout to the entry of actor-turned-politician Vijay, but said a higher turnout percentage does not necessarily reflect voter enthusiasm.

“There is curiosity when a new player enters, but turnout doesn’t capture that. SIR has regulated deletions. What matters is how votes split in bipolar and triangular contests," he told TimesOfIndia.
