Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday launched the statewide Digi Rover (GNSS) Special Land Measurement Campaign in Saharanpur, marking a major push towards technology-driven revenue administration. The campaign, which began on July 1, will continue until August 15, during which all pending land measurement and demarcation cases across the state’s tehsils will be taken up using modern Digi Rover (GNSS) technology.

The initiative is part of the Yogi government’s broader effort to make land-related services faster, more transparent, accurate and technology-enabled while reducing long-standing disputes over land ownership and boundaries.

Technology To Improve Accuracy, Transparency

Speaking at the launch, Chief Minister Yogi Adityanath said the state government is committed to providing citizens with land-related services through a simple, transparent, time-bound and technology-enabled system.

He noted that land measurement has traditionally relied on conventional methods such as measuring chains. However, with increasing land disputes and changing administrative requirements, the adoption of modern technology has become essential.

According to the Chief Minister, land measurement through Digi Rover (GNSS) technology will deliver:

• More accurate and reliable land measurements.

• Greater transparency in the demarcation process.

• Reduced errors in land surveys.

• Fewer land disputes and unnecessary litigation.

• Faster delivery of revenue services to citizens.

Focus On Good Governance And Faster Dispute Resolution

CM Yogi said integrating advanced technology into revenue administration represents a significant step towards good governance by making the system more efficient and accountable.

He emphasised that resolving issues faced by farmers and the general public remains one of the state’s highest priorities. Land disputes have long been a major concern in rural areas, and the Digi Rover campaign is expected to speed up their resolution while reducing the need for repeated visits to government offices.

The government’s objective, he said, is not only to dispose of pending cases but also to establish a technology-driven mechanism that helps minimise land disputes in the future.

Officials Directed To Complete Campaign In Mission Mode

The Chief Minister directed all Divisional Commissioners, District Magistrates and revenue officials to implement the campaign with seriousness, transparency and in mission mode.

He instructed officials to ensure:

• Every eligible citizen receives the benefits of the campaign within the stipulated timeline.

• Land measurements are conducted strictly according to technical standards.

• Cases are resolved with quality and accuracy.

Over 79,000 Pending Cases to Be Taken Up

The state government has identified 79,157 pending land measurement and demarcation cases under Section 24 across Uttar Pradesh. Through the special campaign, the government aims to dispose of these cases within the campaign period, providing long-awaited relief to farmers and other landholders.

Board Of Revenue Issues Guidelines

Following the Chief Minister’s directions, the Board of Revenue has issued detailed operational guidelines to all districts for the campaign’s implementation.

Overall supervision and high-level monitoring will be carried out by Archana Agrawal, Chairperson of the Board of Revenue, while the Commissioner and Secretary of the Board of Revenue will regularly review the campaign’s progress and issue necessary directions.

Archana Agrawal said the campaign will be executed through coordinated efforts involving Divisional Commissioners, District Magistrates, Additional District Magistrates (Revenue), Sub-Divisional Magistrates, Tehsildars, Naib Tehsildars, Revenue Inspectors and Lekhpals. Targets have been assigned to officials to maximise the disposal of pending land measurement cases within the prescribed timeframe.

She said the campaign is expected to become a milestone in the speedy resolution of pending land measurement cases while also helping reduce land-related disputes, protect farmers’ land rights and strengthen technology-driven governance across Uttar Pradesh.
