Delhi SIR 2026: The biggest voter list overhaul in over two decades is underway in Delhi, requiring citizens to map their ancestry to the 2002 rolls.

The massive Special Intensive Revision (SIR) of electoral rolls is moving at a rapid pace across the national capital. According to recent official data from the Chief Electoral Officer (CEO) of Delhi, a staggering 93% of Delhi’s 1.45 crore electors have already been provided with their physical enumeration forms.

Out of the total electorate, more than 1.35 crore forms have been successfully distributed on the ground by Booth Level Officers (BLOs). Meanwhile, the mammoth task of processing this data has officially kicked off, with over 11.16 lakh completed forms successfully digitised—accounting for roughly 7.69% of the electorate.

The door-to-door phase of this intensive exercise, which officially launched on June 30, is rapidly moving toward its final deadline on July 29. Election officials have reiterated that the initial weeks were focused entirely on maximising penetration to ensure every single eligible citizen received a form, and the collection and digitisation speeds will now gather significant momentum.

How The Two-Form System Works

Under the strict protocol established by the Election Commission of India (ECI), BLOs are actively visiting every household to distribute two physical copies of a unique, pre-printed Enumeration Form.

The Workflow: The voter must review and fill out the details. One completed copy is handed directly back to the BLO to be sent for digitisation, while the second copy is stamped and retained by the voter as an official acknowledgement receipt.

The Digital Alternative: For tech-savvy residents or those away from home, the Election Commission allows voters to complete and submit their enumeration forms online through the official voter service portals.

✍️ Step-by-Step Guide: How to Fill Your SIR Enumeration Form

The core objective of the SIR is to verify a voter’s eligibility by establishing a clear linkage to historical database baselines. The enumeration form is structurally divided into two primary fields designed to track this continuity.

Depending on your age and how long you have lived in the capital, you must fill out one of two specific sections:

1. If Your Name Was Part of the 2002 Electoral Roll

If you are a long-term resident of Delhi and were already a registered voter during the capital’s previous intensive milestone revision in 2002, you must fill out the Left Section of the form.

This section is strictly dedicated to electors validating their own pre-existing historical records. You will need to extract and provide your exact data from that specific year.

Fill right section if your name was not on 2002 electoral roll

2. If Your Name WAS NOT in the 2002 Electoral Roll

If you are a younger voter, settled in Delhi after 2002, or your name was missing from the older rolls, you must fill out the Right Section of the form. This side is designed to establish an ancestral or family linkage to ensure no illegal names enter the database.

In this section, you must fill in the exact details of a relative (father, mother, or grandparents) whose name was successfully registered in the 2002 Delhi voter rolls. You must provide the following details of that relative precisely:

Full Elector Name

EPIC (Voter ID) Number

Relative’s Name & Exact Relationship

District & State Name

Assembly Constituency (AC) Name & Assembly Constituency (AC) Number

Part Number (Polling Booth Number)

Serial Number

Note: A recent passport-size photograph must also be attached to the form to update or verify the visual identity in the system.

Where To Find Historical Data

If you want to check whether your or your relatives’ names appeared in the 2002 electoral roll, you can download the voter list and search for the details.

You can find details like Part Number (Polling Booth Number) and Serial Number by putting Voter ID number here: https://ceodelhinet.nic.in/Dashboard/ElectorSearch/ElectorSearchByName_2002

Reach out to your BLO (number mentioned in the enumeration form at the top) for more information/clarification.

The final electoral roll for Delhi is scheduled for official publication on October 7.
