A strange pattern of fraudulent residential certificate applications is unfolding in Bihar, where officials in Samastipur recently uncovered an audacious attempt to issue a certificate in the name of Donald Trump, the President of the United States.
Speaking to ANI on Wednesday, Additional District Magistrate (ADM) Brajesh Kumar confirmed the discovery: “An attempt was made to create a residence certificate in the name of Donald Trump. The investigation revealed that the certificate was being generated through digital tampering. The cyber cell has been alerted, and an FIR will be filed. Necessary action is underway."
This isn’t an isolated incident. Earlier in June, two other bizarre applications surfaced—one in Patna, where a dog was granted a residential certificate under the name “Dog Babu", and another in Nawada, where a dog was once again at the centre of a scam. This time, the certificate application was filed under the name “Dogesh Babu", complete with a canine photograph. In yet another case from the same district, a certificate was requested in the name of “Shri Ram", raising serious questions about the verification mechanisms in place.
In both Dogesh Babu and Shri Ram’s cases, authorities were forced to step in. The Nawada District Magistrate directed the local police to lodge FIRs and conduct full investigations.
The incidents have sparked political backlash. Congress leader Randeep Singh Surjewala slammed the Bihar administration, calling the repeated lapses a direct assault on electoral integrity. Quoting a media report on the Trump case, Surjewala posted on X (formerly Twitter):
“Many people will smile at this as a joke and move on, but just think about it… This is the biggest proof that the entire process of ‘electoral roll revision’ in Bihar is a fraud and a way to steal votes."
He went on to say: “The Election Commission’s act of striking off 6.5 million voters from Bihar is a direct attack on electoral democracy. The fraud is now evident to all, which is what Congress and Mr. Rahul Gandhi are fighting against. In such a situation, staying silent is a crime. So come, let’s raise our voices together and become the guardians of democracy."
As investigations continue into what now appears to be a widespread misuse of government systems, these cases have amplified calls for stricter digital checks and stronger accountability within administrative processes.
