India has been battling cross-border
terrorism
emanating from neighbouring
Pakistan
for decades. Although it has mounted strong military responses over the past 10 years, the threat landscape continues to evolve, presenting new and complex challenges.
To address these emerging risks, the government has codified ‘Prahaar’, an acronym for India’s first comprehensive counter-terrorism policy and strategy that aims at criminalising all terrorist acts and seeks to deny terrorists, their financiers and supporters access to funds, weapons, safe havens and cyber resources.
