Assam Assembly Elections 2026: Nearly four decades after it was signed, the Assam Accord continues to shape politics and elections in the state.

The agreement, signed on August 15, 1985, between the Government of India and leaders of the Assam Movement, including the All Assam Students’ Union (AASU) and the All Assam Gana Sangram Parishad (AAGSP), sought to end a six-year-long agitation against illegal immigration.

All About Assam Accord

The Assam Accord emerged after a prolonged and often violent anti-foreigner movement that claimed thousands of lives. The central demand of the protestors was the identification and removal of illegal immigrants, particularly those believed to have entered the state from Bangladesh.

One of the key provisions of the Accord fixed March 25, 1971 as the cut-off date for determining citizenship in Assam. According to the agreement, foreigners who entered the state on or after this date were to be detected, removed from electoral rolls and deported through legal processes.

The Accord also promised several measures aimed at protecting the identity of the Assamese people. These included safeguards for Assamese cultural and linguistic heritage, steps to secure the India-Bangladesh border, and economic development initiatives for the state.

Another outcome linked to the implementation of the Accord was the introduction of the category of ‘D-voters’ (Doubtful voters) by the Election Commission of India in 1997. This classification was used for individuals whose citizenship status was under question and required verification through Foreigners Tribunals and courts. If declared foreigners, their names are removed from the electoral rolls; if recognised as Indian citizens, the “D" mark is removed.

Why It Still Drives Elections In Assam

Despite being signed decades ago, the Assam Accord remains central to the state’s political discourse.

  • Immigration remains the biggest political issue

Illegal immigration from Bangladesh continues to be one of the most debated and sensitive topics in Assam. Political parties often campaign on promises of fully implementing the Accord and addressing concerns related to infiltration and demographic change.

  • Citizenship and voter identity directly linked to the Accord

The Accord laid the foundation for processes like the National Register of Citizens (NRC), which aims to identify legal citizens in the state. Because the exercise affects millions of residents and determines voter eligibility, it remains politically significant during elections.

  • Implementation remains incomplete

Many groups in Assam argue that several provisions of the Accord, particularly those related to identifying illegal immigrants and protecting indigenous communities, have not been fully implemented. This has kept the issue alive in electoral debates, with parties positioning themselves as defenders of Assamese identity.

The issue continues to spark public mobilisation. For instance, on March 12, members of the Asomiya Yuva Mancha and Asomiya Mahila Mancha staged a demonstration in Sivasagar district, demanding the complete implementation of the Accord and deportation of illegal Bangladeshi migrants.

  • Identity politics remains closely tied to the Accord

Concerns about demographic change, land rights, cultural preservation and political representation are deeply connected to the agreement. These issues strongly influence how voters align with political parties during elections.

A Continuing Political Force

In essence, the Assam Accord is more than a historical agreement. It defines debates around citizenship, migration and identity in the state. Because these issues directly affect voters and electoral rolls, the Accord continues to influence political strategies and shape almost every election in Assam.
